Salary Range:  $60,631.80 - $75,789.75

This is an exempt (salary) position. Please note pay rates are based on education, skill, experience level and internal equity. The Department of Community Resources (DCR) provides individuals and families with immediate access to a diverse range of Mecklenburg County Health and Human Services programs and community partner services in Community Resources Centers throughout the County. This position will hold primary data management, analysis, and reporting responsibilities for DCR's Unified Workforce Development and MeckSuccess programs.

 

Position Summary

Performs research and analysis for an assigned County Department or Division. This position works independently and is responsible for managing projects, advising management on results and recommending necessary adjustments to department procedures.

 

Essential Functions

·         Conducts research and analysis and advise management on results.

·         Recommends necessary adjustments to department procedures.

·         Works under the guidance of department management on strategic projects to include assisting in the establishment of goals and objectives.

·         Responds to requests from State, County, local municipality government, or community stakeholders.

·         Manage various projects aligned with Strategic Business Plan goals.

·         Gather and organizes information about the problem to be solved or the procedure to be improved.

·         Interview personnel and conducts on-site observations to determine the methods, equipment, and personnel that will be needed.

·         Analyze financial and other data, including revenue, expenditure, customer, resource centers, and employment reports.

·         Develop solutions or alternative practices.

·         Recommend new systems, procedures, or organizational changes.

·         Make recommendations to management through presentations or written reports.

·         Confers with managers to ensure that the changes are working.

·       Criminal Justice) - perform ongoing review and evaluation of the in-custody pretrial jail population of the Mecklenburg County Jail in a focused effort to reduce, appropriately, the number of people detained as well as their duration of detainment, while maintaining public safety. The individual will work in partnership with key system partners in the local criminal justice system to enable the implementation of policy and process to expedite the release of identified individuals.

·   (Social Services) - Some positions may be required to support enrollment and eligibility activities performed in the NC FAST system

Mecklenburg County Community Resources: Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism.  This includes service on the emergency management team on a two-year rotating cycle.

 

Minimum Qualifications

Experience: 

Minimum of two years experience in a related field. 

 Education:  

Bachelor’s degree in Business Administration, Public Administration, Data Analytics or a related field.

Combination of relevant education and relevant experience accepted?:  Yes

 

Licenses and Certifications

·         May require a valid North Carolina or South Carolina Driver's License

·         May require an Annual Motor Vehicle Record (MVR) check

 

Preferred Qualifications

·         Master’s degree in Business Administration, Public Administration, or a related field.

·         Experience with Salesforce and PowerBI

·         Minimum of five years of quantitative data analysis.

·         Minimum three years of project management.

• Business and management principles involved in strategic planning, project management, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources

• Structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar

• Principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems

• Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems

Computer Skills

• Advanced proficiency in various computer applications including Microsoft Office Suite.

• Proficiency in Power BI is preferred.

• Experience with Salesforce is preferred.

 

Work Environment

Works in an office setting with moderate noise
