GENERAL DESCRIPTION :

  • The purpose of this position is to ensure operational compliance with all Detention Center policies and with applicable state and federal laws and regulations;
  • to assign and directly supervise the activities of a unit in the performance of detention facility operations, including duties involving the care and custody of inmates and the security of the facility;

to supervise inmate activities, and to perform related correctional work as required. The position works within a general outline of work to be performed, and develops work methods and sequences under general supervision.

ESSENTIAL JOB DUTIES :

  • Plans, organizes and supervises an assigned unit or specialized function of the Detention Center.
  • Provides leadership and supervision of assigned subordinate officers; supervisory duties include scheduling, instructing, assigning and reviewing work, maintaining standards, coordinating activities, acting on employee problems, and recommending and approving employee discipline.
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.
  • Inspects subordinates' uniforms and equipment for proper condition.
  • Reviews all reports, logs and other paperwork received from subordinate officers to ensure completion, accuracy and conformance with regulations;

prepares and submits work records and report.

  • Ensures the proper and timely maintenance of detention equipment and facilities.
  • Supervises or conducts housing classification of detainees and inmates to ensure their safety and their behavioral, physical and mental well-being during incarceration.
  • Performs all duties, and ensures performance of duties by subordinates, in compliance with applicable policies, procedures, laws, regulations and standards of safety and security.
  • Ensures that all criminal or unusual incidents occurring in the facility, or related to facility operations, are properly reported and thoroughly documented;

contacts appropriate agency for follow-up if required.

  • Supervises and participates in daily jail operations, including but not limited to serving meals, administering medications, monitoring jail access and egress, supervising inmate / detainee activities and movement within the facility, conducting head counts, supervising visitation, and coordinating inmate transportation.
  • Coordinates and cooperates with other law enforcement agencies, County departments and other organizations as necessary.
  • Contacts and assists probation and parole officers, court personnel, victim advocates, victims, attorneys, volunteers, clergy, medical care practitioners, and others regarding individual inmate cases.
  • Receives and responds to citizens' inquiries, concerns and complaints concerning correctional activities.
  • Attends periodic training sessions, conferences and meetings to keep abreast of current trends, legislation, new technology and other advancements in the field of corrections;

maintains required physical fitness and required level of proficiency in defensive tactics, taser deployment, etc.

  • Remains on call 24 hours per day, seven days per week, for emergency response.
  • Performs general administrative and clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.
  • Performs general correctional duties, including but not limited to receiving, booking and processing of detainees and inmates, conducting security checks of facility, monitoring security cameras and fire alarm system, responding to inmate intercom;

supervises and assists in random or reasonable suspicion inspections and searches of the facility and surrounding grounds.

  • Performs special duties, assignments or special projects as assigned.
  • Supervise all aspects of inmate phone systems, video visitations and scheduling.
  • Coordinate Minister visits, and inmate programs.

Essential Job Duties are intended to be examples of duties and are not intended to be all inclusive. There will

be other duties as assigned.

Additional duties include :

Perform / supervise evacuations of facility in emergency situations (fire, etc.). Search inmates and facility for contraband.

Recommend / implement disciplinary actions for inmates. Duties may also include supervision of food service operations and the performance / supervision of facility maintenance and repairs.

Ensure that food preparation, food storage, cleaning of equipment / utensils meet or exceed Health Department guidelines and prepare menus.

Supervise and train inmate workers assigned to food service, laundry, facility maintenance and clean-up. Duties may include conducting training for officers, preparation of lesson plans, scheduling training, maintaining training records, evaluating and supervising on-the-job training.

Requirements :

KNOWLEDGE, SKILLS, AND ABILITIES :

  • Requires planning or directing others in the sequence of major activities and reporting on operations and activities which are very broad in scope.
  • Requires supervising or leading others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency.
  • Requires supervising the activities of those operating complex equipment that requires extended training and experience, such as firearms, tasers, LiveScan fingerprint system, jail management computers, etc.
  • Requires performing supervisory work involving policy and guidelines, solving both people and work-related problems.
  • Requires using basic algebra involving variables and formulas and / or basic geometry involving plane and solid figures, circumferences, areas and volumes, and / or computing discounts and interest rates.
  • Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format;

speaking compound sentences using normal grammar and word form.

  • Requires doing specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered;
  • application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems;

requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.

Responsible for actions of others, requiring almost constant decisions affecting co-workers, inmates, or others in the general public;

works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.

EDUCATION AND EXPERIENCE :

The educational requirement for this position is :

  • Requires high school diploma or GED equivalent supplemented by the completion of required correctional coursework.
  • Education may be substituted for experience.
  • Related-experience required : 3 years of experience as a Correctional Officer, with preference given to officers with supervisory experience.
  • Experience may be substituted for education.

Certifications, licenses, professional designations, or other qualifications required for this position include :

  • Must possess valid certification as a Class 2-LCO (Local Correctional Officer).
  • Must meet all other requirements for a Correctional Officer II.
