REAL ESTATE MANAGER
(ADMINISTRATIVE MANAGER I)
This position is scheduled to receive salary range increases on the following dates:
Effective July 2, 2021 – 2.5% increase
Effective July 1, 2022 – 3.0% increase
Mandatory Employee Retirement Contributions will decrease on the following dates:
Effective July 2, 2021 - 1.2% decrease
Effective July 1, 2022 - 0.5% decrease
Note: Salary may be negotiable, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.
This recruitment is open to the public for a minimum of five (5) business days and remain open on a continuous basis until the needs of the Sheriff-Coroner Department have been met. This recruitment may close at any time. It is recommended that qualified candidates apply immediately.
This recruitment is being held to establish an open eligible list. This list will be used to fill current and future Real Estate Administrative Manager I positions. The eligible list may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.
ORANGE COUNTY SHERIFF’S DEPARTMENT
The Orange County Sheriff’s Department (OCSD) is a large and multi-faceted law enforcement agency whose six organizational Commands are comprised of 23 separate Divisions. The Financial Administrative Service Division is among these Divisions. The Department provides real estate services, analysis and counsel to OCSD Divisions including lease and license transactions, lease administration services, acquisition and sale, property management, permitting, as well as drafting and processing deeds, easements and donated space agreements. The Sheriff Real Estate Unit is under the Financial Administrative Services Division in the Administrative Services Command.

THE OPPORTUNITY
The Orange County Sheriff’s Department has an exciting opportunity to work with a dynamic and innovative group in law enforcement on real estate transactions. The Real Estate Manager will be responsible for performing complex functions relating to all the real estate needs and transactions required by the Sheriff-Coroner. They will serve as the liaison between CEO Real Estate and the Sheriff-Coroner.
The successful candidate will:
- Develop and negotiate complex real estate contracts and leases on behalf of the Sheriff-Coroner.
- Negotiate and implement leases, purchases and sales.
- Work with various types of real estate projects, which includes office, correctional, and warehouse.
- Provide real estate management services to external and internal customers with excellent customer service.
- Meet the challenges of complex technical work in real property valuation, market study and administration of contracts.
- Partner with private sector service providers.
- Define scopes of work, requests for proposals; manage and review the work of consultants regarding feasibility studies and economic projections.
- Estimate the market value of real property, evaluate professional appraisal services and review appraisal reports.
- Address the maintenance and capital needs of buildings with scopes of work and financial arrangements.
- Coordinate with, report to and support staff and leadership of various OCSD Divisions, County Counsel, Risk Management and CEO Real Estate to keep projects on track.
- Write clear and concise memos, letters, briefing papers, and Agenda Staff Reports (ASR) for various audiences, including elected officials, executive management, counsel, and members of the public.
- Monitor current Sheriff-Coroner real estate inventory to proactively meet occupancy needs.
- Maximize the utility and value of Sheriff-Coroner property interests.
The successful candidate will possess the knowledge and practical experience in the following competencies:
TECHNICAL EXPERTISE
- Ability to read legal documents associated with real estate transactions and decode complex language, terms and specifications into their financial implications, and bundle of rights meanings.
- Knowledge of right-of-way and real estate relocation practices and law.
- Knowledge of real estate title and escrow law and related California law.
- Ability to perform simple and complex, multi-year financial analysis.
- Knowledge and experience in a real estate specialty such as real estate management, development, or real estate leasing and licensing.
- Knowledge of laws and ordinances governing real property ownership, leasing, transfer, use and title.
- Ability to read, understand and interpret laws, regulations and court decisions governing real estate acquisitions, development, leasing and licensing, appraisal, and management.

DESIRABLE QUALIFICATIONS
In addition to the minimum qualifications, candidates will have at least two (2) years of public sector real-estate experience and/or commercial real-estate with responsibility for reviewing and analyzing real estate documents.
The following education areas are preferred but not required:
- A Bachelor's degree in Real Estate, Law, Finance, Public Administration, Public Policy, Engineering or a close related field.
- A Real Estate Brokers license.
SPECIAL QUALIFICATIONS
For positions with the Orange County Sheriff's Department, candidates must pass an extensive background investigation to the satisfaction of the Sheriff's Department. Candidates must not have been convicted of a felony or be on any form of probation. All employment offers are contingent upon successful completion of a thorough background investigation to the satisfaction of the Sheriff's Department.
The background investigation begins with completion of a Personal History Form, interview with a background investigator, a mandatory polygraph examination, and fingerprinting. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use, credit problems, employment history, professional references, and education verification (i.e., degree, license, or official transcripts. Foreign degrees require an evaluation for U.S. equivalency by an agency that is a member of the National Association of Credentials Evaluation Services (N.A.C.E.S.).
RECRUITMENT PROCESS
Sheriff Human Resources screens all application materials to identify qualified candidates based on the minimum and desirable qualifications. After screening, qualified candidates will be referred to the next step in the recruitment process. All candidates will be notified via email of their status in the process.
SELECTION PROCEDURES

Oral Interview (Weighted 100%): Candidates will be interviewed and rated by subject matter job knowledge experts. Each candidate's rating will be based on response to a series of structured questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
ELIGIBLE LIST
After all procedures have been completed, Sheriff Human Resources will establish an eligible list of qualified candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
