  • Directs, administers, and coordinates the assigned activities and functions of the Employee Services Agency;
  • Ensures County policies are followed and that the Employee Services Agency has adequate resources to maintain both mandated and expected levels of service;
  • Recommends the annual Agency budget to the County Executive and assists in the presentation to the Board of Supervisors;
  • Establishes and maintains appropriate administrative policies, services, structures, strategies, controls, reporting systems, and related support for the effective and efficient performance of the Agency functions;
  • Monitors County policy to ensure compliance with federal, state, and local legislation;
  • Establishes and maintains goals, strategies, objectives, and plans for carrying out the functions of the Agency consistent with overall County goals;
  • Organizes the functions of ESA through appropriate departmentalization and delegation of duties, and through integration of services and establishment of appropriate organizational structures, to effectively promote, protect, and improve the Employee Services Agency;
  • Provides leadership to a diverse group of Agency departments, including Financial and Business Operations, Human Resources, Labor Relations, Employee Benefits/Service Centers, Executive Services, and other County departments as assigned;
  • Preserves the County's rights and interests, and conserves the County's resources, through independent audits, objective evaluations, and studies;
  • Represents the County in intergovernmental collaborative efforts, negotiations, and to confer regarding common issues; 
  • Confers with the County Executive to plan and review work related to ESA;
  • Makes regular reports and attends Board of Supervisors' meetings and committee meetings as required;
  • Reviews and analyzes administrative reports, proposals, fact sheets, legislative language, and other materials necessary to develop and maintain the Agency's position;
  • Plans, directs, and coordinates Agency services and programs, including needs assessment, program design, and planning, implementation, evaluation, and reporting;
  • Coordinates Agency activities with those of other County departments and outside agencies and organizations; provides staff assistance to the County Executive and Board of Supervisors; prepares and presents staff reports and other necessary correspondence;
  • May prepare, negotiate, and administer contracts; prepare and maintain monitoring and reporting systems, prepare grant applications, and confer with state and federal regulatory agencies; 
  • Represents the Agency in policy development and other interactions with other agencies, departments, and offices;
  • Coordinates development of proactive public relations, internal communications efforts, and effective media response capabilities;
  • May assume disaster service worker responsibilities as required; and
  • Assume other responsibilities as assigned.
Sufficient education and experience to demonstrate the ability to perform the above tasks, and the attainment of the knowledge and abilities below:
 
Note:  The knowledge, skills, and abilities required to perform this function are normally acquired through attainment of a Master's degree with major work in Public Administration, Business Administration, Human Resource Management, Political Science, or a closely related field, and 6 to 10 years of increasingly responsible professional experience in public administration, at least 5 years of which should involve directing, planning, organizing, and coordinating public sector programs, or equivalent senior level management experience in a large public agency.
 
 
Knowledge of:
 
  • The functions of public agencies and organizations, and current policies and practices;
  • Principles and practices of organizational management, public administration and finance, employee relations, and budget and human resources management;
  • Public sector collective bargaining/negotiations processes;
  • Laws, regulations, and ordinances concerning public sector employment; 
  • State and Federal laws and regulations regarding human resource management, Equal Employment Opportunity (EEO)/Affirmative Action, and the collective bargaining process;
  • Public policy development in the area of employee relations;
  • Research practices related to employee services and programs;
  • Methods of program evaluation and monitoring;
  • Staff development and effective employee training and education programs;
  • Methods of contract procurement and monitoring and;
  • Techniques of public presentation.

 Ability to:
 
  • Effectively manage and supervise Agency department heads, managers, supervisors, and staff in the development and implementation of complex programs and objectives;
  • Communicate effectively, both orally and in writing, with Agency staff, subordinates, community partners, local and state officials, and the general public;
  • Exercise exceptional interpersonal skills, good judgment, and an understanding of highly complex and political environments;
  • Analyze and evaluate complex program and operational problems and implement effective solutions;
  • Facilitate change and transformation activities;
  • Reconcile competing priorities with mutually desirable objectives; 
  • Interpret, explain, and apply complex regulations, laws, directives, policies, and procedures; 
  • Investigate and analyze difficult administrative and personnel problems and implement solutions; 
  • Work effectively with a variety of diverse senior professionals across as well as beyond the Agency to develop new programs and policies that promote the effectiveness of ESA;
  • Make decisions in accordance with appropriate laws, regulations, and policies; and
  • Initiate action within the Agency to improve the Agency's ability to perform its duties and achieve its goals.
