DISTINGUISHING CHARACTERISTICS:
This classification will hold primary responsibility for liaison with users and ISD to establish the appropriate objectives for developing new or enhancing existing personal business computer-based office systems. It also has responsibility for directing all facets of a project, which, in itself, may encompass several systems and/or user divisions.

THE IDEAL CANDIDATE:
The ideal candidate will be Cerner-certified solutions build analyst with significant experience in Computerized Physician Order Entry (CPOE), Ambulatory, and nursing Informatics in an outpatient or hospital setting. This person will have strong organizational and planning skills related to the design, development, and implementation of software, workflows, forms, and processes. The ideal candidate will possess clear verbal communication and writing skills with the ability to help end users identify and meet their needs using the full spectrum of system functionality.

EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

DEPARTMENT/AGENCY: Health Care Agency – IT/Informatics Department

Office Systems Coordinator IV is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only, which is a Regular position. There is currently one (1) Regular Full-Time vacancy.

Examples Of Duties

Duties may include but are not limited to the following:

  • Analyzes, designs, changes, tests, and implements clinical applications relating to CPOE (Computerized Physician Orders) within Electronic Health Record (EHR) and other systems;
  • Facilitates communication between customers and all internal/external support resources to communicate changes and updates to those customers and department management in a timely manner;
  • Develops and documents in detail all aspects of projects, processes, and procedures on software installation and configuration;
  • Performs integration of systems/process as needed within scope of project;
  • Trains providers and staff on EHR;
  • Provides objective assessments of implementation quality, documenting sources of error and "lessons learned";
  • Creates and maintains project plans, develops testing plans, and coordinates steps to meet implementation and/or upgrade schedules;
  • Proposes comprehensive options for solutions to complex problems, including both technical and business aspects;
  • Develops requirements documents to ensure that the business needs, including functional specifications are documented and reviewed prior to system acquisition or system enhancement;
  • Develops proposals for system modification or replacement including cost benefit analysis and resource requirements;
  • Identifies, tracks and reports problems to vendors and follow-up/resolution to customers;
  • Develops, coordinates, and provides initial and maintenance training environments and materials, and provides role-based education (classroom setting, handouts, e-learning, etc.) and;
  • Performs other related duties as required.

Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE:
Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. This can typically be obtained by the following combination of education and experience:

  • Completion of pertinent office systems coursework, AND
  • Five (5) years of experience performing clinical duties in a hospital or ambulatory care environment. The duties performed should include the use of medical terminology, procedures, HIPAA regulations and compliance, and the direct utilization of an Electronic Health Record System.

NECESSARY SPECIAL REQUIREMENT
  • Must possess advanced skills in Microsoft Word, PowerPoint, and Outlook
  • Must possess excellent written and oral communication skills
DESIRED:
  • Bachelor’s Degree from a recognized college or university
  • Experience working in a healthcare environment and knowledge of medical terminology
  • Experience planning, developing, supporting, troubleshooting, and resolving technical issues related to automated systems equipment and software applications.
  • Experience providing effective customer service within a diversified healthcare setting (medical providers, support staff, healthcare administrators).
  • Experience with physician workflows and documentation
  • Considerable experience working with vendors to deploy and support cloud-based systems
  • Experience supervising others
Knowledge, Skills, and Abilities:

Extensive Knowledge of:
  • Various medical processes, procedures, terminology, and data, including HIPAA regulations and compliance;
  • Building, utilization, support, maintenance, principles, and practices of electronic health record (CERNER) and Computerized Physician Order Entry (CPOE);
  • PowerChart Ambulatory and PowerChart Nursing;
  • Physician workflows and documentation;
  • Software Change Management Processes;
  • Clinical system architecture and the design of systems/platforms that work together;
  • Microsoft Word, PowerPoint, Excel, and e-mail applications;
  • SQL/CCL queries, reports, and/or forms in Electronic Health Record Systems.
Working ability to:
  • Build, create, and maintain PowerOrders, Powerplans, and Powerforms within an Ambulatory outpatient clinic or hospital setting;
  • Create and implement Clinical rules according to specifications;
  • Project manage and administer various and multiple overlapping projects;
  • Organize and prioritize work assignments and develop and implement necessary work processes, procedures, and system enhancements to meet commitments on time;
  • Explain department policies and procedures and serve as departmental resource and liaison;
  • Perform statistical analysis and data interpretation and reports;
  • Establish/maintain effective working relationships with all customers (internal/external).

Comprehensive ability to:
  • Communicate effectively, both orally and in writing, with highly technical information concisely and in understandable terms;
  • Plan, train, and supervise the work of others if required;
  • Perform abstract reasoning leading to systems maintenance/repairs; in emergent and nonemergent situations
  • Understand and work with personal and business computers in an office environment;
  • Analyze complex procedures and develop logical conclusions.
  • Collaborate with and coordinate projects with vendors
  • Provide excellent customer service.

SUPPLEMENTAL QUESTIONNAIRE – Qualifying: All applicants are required to complete and submit the questionnaire for this exam at the time of filing. APPLICATION EVALUATION – Qualifying: All applications will be reviewed to determine whether the stated requirements are met. Those individuals meeting the stated requirements will be invited to the written examination.

TRAINING & EXPERIENCE EVALUATION:
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation.

If there are three (3) or fewer qualified applicants, a T&E or an Oral Examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
