TITLE: Water Treatment Plant Operator
DEPARTMENT: Water Treatment Plant, Coweta County Water and Sewerage Authority
JOB SUMMARY: This position is responsible for participating in the operation of the water treatment plant. Incumbents in this position may be designated as “Class III Operator”, “Class II Operator”, or “Class I Operator.”
MAJOR DUTIES:
o Monitors and adjusts the distribution system to meet demands; inspects plant grounds, checks gauges, takes readings, monitors flow levels, pumps, motors and valves.
o Takes samples and tests chemical levels throughout the plant on an hourly basis; performs a series of daily laboratory analyses.
o Maintains the effectiveness of water filters by inspecting and cleaning as needed.
o Adjusts chemical feeders as needed.
o Monitors flow throughout the plant to ensure water quality.
o Undertakes minor repairs plant equipment and responds to breakdowns.
o Maintains log books and computer files containing laboratory analysis results, distribution system changes, filter backwash readings, process control changes, chemical inventory, and other pertinent information; documents all problems or complaints.
o Monitors watershed by taking on-site readings of streams and ponds.
o Attends job related training; remains current on revisions to pertinent policies, procedures, rules, regulations, requirements and standards.
o Leads plant tours for the general public.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Knowledge of water treatment plant operating principles, practices, and equipment.
o Knowledge of general maintenance practices.
o Knowledge of relevant state and federal guidelines.
o Knowledge of safety practices and protocols.
o Skill in prioritizing and organizing work.
o Skill in the use of computers and job related software programs.
o Skill in the use of hand tools.
o Skill in oral and written communication.
SUPERVISORY CONTROLS: The Water Treatment Operations Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include EPD standards for safe drinking water and Authority rules and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY: The work consists of related plant operation duties. Strict regulations contribute to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to assist in the operations of a water treatment plant. Successful performance contributes to the provision of safe drinking water for area residents.
PERSONAL CONTACTS: Contacts are typically with co-workers, state and federal regulatory officials, and members of the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, walking, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
WORK ENVIRONMENT: The work is typically performed in an office, stockroom, warehouse, and outdoors. The employee may be exposed to noise, contagious or infectious diseases, irritating chemicals, and occasional cold or inclement weather.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
MINIMUM QUALIFICATIONS:
o Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
o Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
o Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
o Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.
