Purpose/Introduction
Chevron Phillips is currently seeking a Category Specialist for Plant Services to join the Global Procurement organization. The Category Specialist is responsible for negotiating and maintaining contracts, contractor management, and strategy development for selected categories in the Plant Services area with focus on Leak Repair, Elevator Repair, HVAC/Plumbing, Tank Services and other assigned categories. This individual will act as a Sourcing/Category Expert while leading and participating in cross functional commercial teams and present results/recommendations to stakeholders and management at plant sites and Headquarters. Additional responsibilities include negotiating, executing, and maintaining contracts, Scopes of Work, amendments and renewals following the Procurement Policy and Procedures while also improving existing strategies, agreements and pursuing savings opportunities particularly through managing the sourcing activities.
This position will require travel to manufacturing sites primarily located in the Gulf Coast of Texas as needed to address contractor issues and participate in strategic sourcing activities as required.
Responsibilities
- Responsible for executing complex local, regional, national, and global Plant Services agreements, contract amendments, Scopes of Work, renewals, and extensions as well as managing their effective administration in accordance with Global Procurement Policy, Procedure, and Controls.
- Serve as “Gatekeeper” for Approved Vendor List (AVL) and assist customers in using existing vendors and minimize writing new contracts (i.e. exposes to company to increased risk and exposure).
- Responsible for assisting internal customers with the RFP process including contractor bidding slate recommendation, performing spend analysis, financial due diligence, analysis of corporate compatibility, preparing and issuing bid proposals/packages, acting as the primary point of contact for communications, assisting with supplier evaluations and sourcing process, and preparation of final team supplier recommendation.
- Effectively negotiates the commercial terms of service agreements and terms and conditions with suppliers to develop contracts that provide optimal business and legal provisions for Chevron Phillips Chemical Company.
- Develops and implements supplier relationship management (SRM) programs with key service providers, including the use of scorecards to gauge performance and the health of the relationship with periodic meetings to optimize the relationship and generate value for both parties.
- Assists Category Manager with strategic planning, direction and/or supervision of procurement activities.
- Becomes “Sourcing Expert” in defined sub-category spends by keeping abreast of market conditions and trends, best practices, and supply chain leaders in the field.
- Develops and deploys the procurement strategy for leveraging defined sub-categories of spend.
- Provides training and guidance to internal personnel as the situation may require. Training topics consist of, but are not limited to, contract development, understanding contract clauses, terms and conditions negotiations, rate negotiations, as well as procedural and process training.
- Performs other related duties as assigned by the Category Manager.

Required Qualifications
- Bachelor's degree in Purchasing, Contract Management, Supply Chain, Business, Engineering, Computer Science, Computer Information Systems or related field
- A minimum of 2 years’ experience negotiating pricing, terms and conditions for contract development, managing contracts, implementing contract development processes and pursuing strategic sourcing events to support the organization
- Ability to work independently as well as a highly functioning team member
- Proficient computer skills, including MS applications (i.e. Excel- Pivot Tables, PowerPoint, Word, Access) and ERP
Preferred Qualifications
- SAP experience
- Ariba experience
- Commercial experience within the petrochemical or petroleum refining industries
- Track experience
- Applicable certifications (i.e. C.P.M., CPSM)
- Demonstrated knowledge of entire Purchase to Pay process
