Position Summary
Develops, designs, and analyzes general and special gas and electric rates. Develops and analyzes new rate forms/structures. Develops the rate filing package. Develops line extension policy charges and miscellaneous customer charges. Develops gas and electric tariffs including rate schedules and riders. Trains and instructs other analysts in the research and application of ratemaking philosophies, and guides analysts in the proper line of reasoning and study. Recovers the utility's revenue requirements.
Tasks and Responsibilities
- Designs gas and electric rates sufficient to ensure recovery of company's revenue requirements, fair apportionment of costs among customers and adherence to rate design principles.
- Analyzes and designs special gas and electric rates, including new rate types and structures.
- Drafts potential new gas and electric tariffs, including applicable rate schedules and riders. Assists with preparation of testimony, exhibits and schedules for development of rate filing packages, rate applications and ordinances, including responses to requests for information for presentation and approval by CPS Energy Board and San Antonio City Council.Develops bill frequency reports that show distribution of customer bills at different usage levels for use in design of rate structures.
- Performs rate comparisons and calculates customer bill impacts to evaluate energy-related projects under different assumptions.
- Calculates CPS Energy's applicable charges to recover costs for providing electric and gas extensions, mains, services, and transformers for new customers connecting to the distribution systems.
- Assists with development of adjustment factors associated with fuel, regulatory, STEP, and ERCOT-NODAL related energy costs to ensure proper revenue recovery and establish business rules for appropriate cost allocations between retail and wholesale loads.
- Maintains an effective business relationship with the City, PUC staff, and other entities.
- Performs other duties as assigned.
Minimum Knowledge and Abilities
Relevant experience in cost analysis, utility rate design and/or pricing development.
Valid Class C Texas Driver's License and scheduling.
Must have favorable driving record.
Preferred Qualifications
- Significant experience in pricing analysis and rate design in the utility industry.
- Complex problem solving skills.
- Experience leading project teams from ideation to implementation of a new product or service.

Minimum Education
Bachelor's degree in Economics, Accounting, Finance, Mathematics, Physics or related field from an accredited university.
Working Environment
Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equip, phone, multi-functioning printer & calculator. Ability to travel to & from meetings, training sessions or other busi-related events.
After hours work may be required.
Physical Demands
Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
