Summary of Job

Performs responsible administrative work in overseeing operation, maintenance, and quality control of wastewater and waterworks operations. Responsible for preparation and maintenance of the budget. Schedules/assigns/supervises all Public Service Authority employees. Maintains active knowledge of regulatory requirements and changes. Makes certain that routine sampling and testing is completed as required. Monitors inventory and orders equipment and supplies required for the operation of the Public Service Authority. Maintains a daily log of operations and prepares necessary operational reports. Reports directly to the Board of the Public Service Authority and is required to be present at monthly board meetings. Must have at least a Class 3 Wastewater Works Operator License and a Class 4 Waterworks Operator License - this requirement may be flexible based on several factors.

Essential Duties and Responsibilities

  • Oversee the operation, maintenance, and quality control of wastewater and waterworks operations to ensure efficient and compliant functioning.
  • Prepare and maintain the budget for the Public Service Authority, ensuring financial resources are allocated effectively and efficiently.
  • Schedule, assign, and supervise all Public Service Authority employees, managing the workforce to meet operational goals.
  • Maintain an active knowledge of regulatory requirements and changes to ensure compliance with all relevant laws and regulations.
  • Ensure routine sampling and testing are completed as required to meet quality and safety standards.
  • Monitor inventory levels and order equipment and supplies necessary for the operation of the Public Service Authority, ensuring no disruptions in operations.
  • Maintain a daily log of operations to document activities, identify issues, and support continuous improvement efforts.
  • Prepare necessary operational reports to provide updates on performance, challenges, and achievements.
  • Report directly to the Board of the Public Service Authority, providing comprehensive updates and insights into operational status and challenges.
  • Attend monthly board meetings to present reports, discuss issues, and contribute to strategic planning.
  • Hold a Class 3 Wastewater Works Operator License and a Class 4 Waterworks Operator License as a minimum requirement to ensure the role is filled by a qualified individual.
  • Subject to a twenty-four (24) hour call.
  • Assures employee evaluations are complete and accurate and meets all requirements. Recommends employees for promotions and bonuses.
  • All duties relevant to the wastewater and waterwork operator positions.
  • Other duties as assigned.

Qualifications

  • Educational and Experience: Bachelor’s degree from an accredited college or university in a related field plus five (5) or more years of experience and/or related training OR an equivalent amount of relevant experience.
  • Professional Licenses: Possession of a Class 3 Wastewater Works Operator License and a Class 4 Waterworks Operator License as a minimum requirement. Higher certifications may be advantageous and preferred.
  • Knowledge of Regulatory Requirements: Comprehensive understanding of the regulations affecting water and wastewater operations, including federal and state laws and guidelines. This includes environmental regulations, health and safety standards, and industry best practices.
  • Budget Management Skills: Demonstrated ability to prepare, manage, and adhere to budgets, including cost estimation, financial planning, and financial reporting.
  • Leadership and Supervision Skills: Strong leadership qualities with the ability to schedule, assign, and supervise employees effectively. Must possess excellent organizational and motivational skills.
  • Communication Skills: Exceptional written and verbal communication skills, with the ability to prepare and present reports clearly and effectively. Must also have the capability to communicate technical information to non-technical audiences, including the Public Service Authority Board.
  • Analytical and Problem-Solving Skills: Ability to analyze operational data, identify issues, and implement solutions. Should be adept at troubleshooting and resolving operational, budgetary, and staffing challenges.
  • Inventory Management: Experience in monitoring inventory levels and ordering equipment and supplies, ensuring operations are not disrupted due to lack of necessary resources.
  • Technical Proficiency: Familiarity with the operation and maintenance of water and wastewater treatment facilities and equipment. Should be competent in using computer systems and software relevant to the field.
  • Interpersonal Skills: Ability to work collaboratively with employees, management, the Board, and external stakeholders. Must be able to manage conflicts and build consensus when necessary.
  • Must also meet the minimal qualifications of wastewater and waterwork operator positions.
  • Must possess a valid Virginia driver’s license.
  • Ability to operate a backhoe with backhoe experience is a plus.
