USACE CQM, USACE RMS, USACE EM385, Unified Facility Code Standards, IBC and relevant regulatory requirements including Federal Building Code. OSHA 30
Technical Development Preferred: CEM, PMP, LEED, WHMIS, Fall Arrest, Arc Flash Protection.
Technical Design Proficiency Preferred: Tridium Niagara N4, Convero, SQL, Microsoft Access, Fourth shift, BAAN, Configurator and FARR, Trane Trace, Carrier HAP, Microsoft Project, Micro station, AutoCAD, Revit, Navisworks, DOE2, NFPA, MICA, ASME B31 Pressure Piping Standards, and B149 Gas Codes.
For new and renovation projects, establish Energy Management Control Systems (BAS) and Building Management Systems (BMS)
Technical Knowledge Preferred: ASHRAE, NFPA, AEE, Air Conditioning and Refrigeration, Natural Gas and Propane, Power Plant Operating Engineer – ASOPE, Universal EPA / CFC, Refrigerant Handling.
Technical coaching of internal and external teams comprising of General Contractors, Subcontractors, and other tradesmen. Lead a team of internal staff and General Contractors for ongoing Multi-Billion Dollar Renovation Upgrades and New Buildings Construction Projects.
Experience attaining operational compliance with OH&S regulatory requirements and technical standards, inclusive of ASHRAE, MICA, ASME, AEE, USMA, B31, NFPA, IBC, and UFC.
Expert presenter and negotiator; able to forge strong relationships with strategic partners and build consensus across multiple organizational levels.
Liaise with the US Corp of Engineers and DPW Director, Garrison Commander, and O&M Chief to ensure that projects do not interfere with the Mission.
Quality Assurance & Quality Control in new and renovation projects with continuous oversite of daily operational issues. Provide daily oversight and inspections. Communication with all stakeholders to mitigate delays or conflicts immediately. Organize and facilitate daily/weekly progress reports. Review all technical correspondence from the General Contractor and subcontractors to ensure operational success. Facilitate Construction Project meetings and monthly Master Planning Group meetings. Ensured accurate installation per the contract drawings, specifications, and code compliance. Review contractor calculations and determination of system capacities, system configurations, and structural support capabilities. Streamlined project implementation processes because of liaising with relevant stakeholder to assess and implement necessary changes to project scope of work.

- Review and Prepare – Capital Construction Projects Budgets and Construction Mechanical and Commissioning designs and all other related documents.
- Review and Prepare - Request for Information Forms.
- Review and Prepare - Scopes of Work.
- Review and Prepare - Change Orders.
- Review and Prepare - Contractor Cost Estimates (Quantity, Rates Material & Labor).
- Review Monthly Contractor Pay Applications and Schedules.
- Support CLIENT in various other construction related functions.
- Must possess good organizational skills for tracking contracts, subcontracts, financials, construction management documents (including but not limited to: Project Photographs, Engineering Technical Submittals, Contractor and Vendor Shop Drawings, Risk Register, etc.).
- Must coordinate with Contractors, Subcontractors, Owners, Permitting & Utility Services, and other onsite Stakeholders as necessary to complete the required mission.
- Must provide Owner Oversight via walk-downs, QA/QC inspections, generation of open & punch list items, and closeout activities similar to as-built reviews, O&M reviews, and warranty reviews.
