Position Summary:
CRDF Global, a nonprofit security and development organization, is seeking a Vice President to lead its Security Assistance mission area. This mission area is focused on advancing global security by providingsecurity assistance andcapacitybuilding programs toprevent, detect, and respond to security threats,strengtheninternational coordinationto mitigate threats, andsupport international security regimes. This position oversees the implementation of programs across the security assistance spectrum with emphasis on the non-proliferation of weapons of mass destruction, chemical, biological, radiological, and nuclear materials; enhancement international strategic trade management; improvement of border security capacity; implementation of counterterrorism programs, and cybersecurity programs designed to improve the digital resilience of partner countries. Funders include the US Department of State, US Department of Defense, and foreign governments including Canada and the United Kingdom.
The Vice President will lead a portfolio of over $55M annual revenue and be responsible to develop and drive the growth strategy for CRDF Global's Security Assistance work.A successful candidate will have experience running and growing a portfolio in Security Assistance programs related to international cooperative threat reduction and nonproliferation/counterproliferation, with strong connections within industry and government. He or she will have led a business portfolio comprised complex, high-profile programs in a dynamic environment, and will have made substantive contributions to the security assistance field. The individual will work well in a collaborative, team environment focused on creating a supportive and high-performing space to tackle important challenges.
Major Responsibilities:
- Leads the Security Assistance operating division, including P&L responsibility, program design and implementation, management of grants and contracts, evaluation of projects and program activities, and compliance with programmatic objectives and funder requirements. Ensures performance excellence and customer satisfaction
- Maintains and expands core funding within the U.S. Department of Defense, U.S. Department of State (DOS), USAID and other key funding agencies
- Pursues new and on-contract growth for the division and collaboration with other divisions and CRDF Global's Growth/Business Development department where required. Includes driving market growth strategy, providing leadership for on-contract and new business development, and making pursue/no-pursuit decisions for the security assistance portfolio. Maintains and increases a qualified pipeline of new opportunities and achieves or exceeds annual renewal and new business revenue targets.
- Understands and provides insights to proliferation risks from emerging technologies and weapon systems
- Leads innovation of delivery models and development of new program concepts
- Manages a team of direct line and matrixed professionals implementing program portfolios across diverse geographic regions in a wide range of services within scope and budget
- Oversees and enables successful implementation of all aspects of program/project performance (i.e., technical, contractual, administrative, financial, etc.)
- Develops annual division and program plans and budgets, oversees financial expenditures, and meets performance and funding targets
- Develops and implements resource plans according to program technical competency and administrative requirements in coordination with all functional leads and other members of senior leadership team across multiple geographic regions/hubs
- Establishes and oversees onboarding and training requirements necessary to ensure appropriate delivery of program requirements
- Recruits and supervises key manager and strategic positions; supports professional development of staff
- Develops, maintains, and supports standardized "best practices" in program management
- Promotes the culture of CRDF within and across divisions
Qualifications:
- Experience running and growing a portfolio in similar size and complexity as described above
- 20 years cumulative experience in program management, government business, and program delivery in the area security assistance programs related to international cooperative threat reduction and nonproliferation/counterproliferation
- Demonstrated familiarity with and established relationships in the security assistance and international cooperative threat reduction and nonproliferation/counterproliferation sectors, with preference for experience with US Department of Defense or Department of State related programs
- Minimum of 15 years supervisory experience required
- Bachelor's Degree required, Master's Degree in relevant field preferred
- Demonstrated track record of winning new business, expanding on-contract business, and establishing new funder relationships
- Strong financial and program management skills; experience with developing and monitoring program budgets, and familiarity with U.S. Government regulations
- Strong conceptual skills combined with the ability to take ambitious ideas and to break them into manageable, specific sets of objectives in order to plan and successfully implement programs
- Strong written and verbal communication skills, including ability to present to internal and external clients
- Strong diplomatic and negotiating skills and good judgment
- Ability to ascertain the nuances of clients and communicate these effectively
- Willingness and ability to travel domestically or internationally
- U.S. citizen
- Active secret (or higher) security clearance or willingness and eligibility to get clearance
Salary & Benefits: The base pay range for this position is $175,000 to $225,000. The determination of salaries in this job classification depends on a number of factors, including, but not limited to, relevant candidate experience, job-related knowledge, qualifications, and skills.
