Human Resources Specialist Trainee 1 Labor Relations, NS: You must have a bachelor's degree* or higher. All candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply. Advanced placement to the trainee 2 or journey level may be possible depending on education and experience.

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

COMPETITIVE MINIMUM QUALIFICATIONS:

Human Resources Specialist 1 Labor Relations, SG-18: Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

Human Resources Specialist Trainee 1 Labor Relations: Reachable on the current eligible list; OR Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. You may be eligible for 70.4 transfer to the Trainee 1 level if you have served one year in a position SG-11 or higher, have a bachelor’s degree, and a passing score on the most recent PCO or PATT exam.

Duties Description
Reporting to the Director of Labor Relations, the Human Resources Specialist 1 (Labor Relations) will perform the following duties:
  • Interact with managers and employees/employee organizations in both informal problem resolution forums and formal labor management meetings; mediate disputes and attempt to resolve problems at the lowest possible level.
  • Conduct pertinent background and factual data gathering in relation to employee grievances and disciplinary cases, draft disciplinary charges, conduct agency level hearings, monitor the timely processing of grievances, and write agency level decisions.
  • Interpret the terms of negotiated agreements, agency policies, attendance rules, and Civil Service Law, and make recommendations to managers and supervisors regarding appropriate next steps.
  • Draft counseling memorandum for Director review.
  • Review appropriateness of unsatisfactory performance evaluations and answer questions/provide advice to managers, supervisors, union representatives, and employees about the general evaluation process, as well as individual evaluations.
  • Assist with Time and Attendance Control Measures and assist supervisors with attendance issues.
  • Prepare various reports using HCM, NYSTEP, and LATS to monitor time and attendance issues, proper implementation of disciplinary penalties, etc.
  • Export reports in HCM, NYSTEP, and LATS and ensure that data created is thorough, accurate, and timely.
  • Assist with the development, review, and evaluation of labor relations policies and procedures.
  • Participate in the development of training materials and curricula regarding employee relations and conduct training for agency managers and supervisors, as needed.
  • Act as Terminal Access Coordinator (TAC) for HRM eJusticeNY.
o Ensure appropriate staff have access to eJusticeNY;
o Handle audits of HRM Originating Agency Identifiers (ORI);
o Check eJusticeNY civil inbox for fingerprint results for new employees;
o Forward information for fingerprint results and arrest notifications to the Office of Legal Services for suitability determinations; and
o Inactivate employees and contractors for the Civil Applicant Database.
  • Participate in labor management and health and safety committees, as needed.
  • Complete other duties and special projects, as assigned.
