Subject Matter Expert

The Subject Matter Expert (SME) shall have extensive experience in program evaluation and measurement with extensive experience in rigorously analyzing performance data and other quantitative and qualitative data to determine trends and point to clear recommendations from the data and communication in writing and orally performance outcomes clearly and concisely. This analyst shall have a minimum of six (6) years of experience and strategic planning supporting employment and training programs, knowledge of veterans' employment issues, and a minimum of a master's degree. The analyst shall know about national and statewide work development systems grants and programs targeting veterans and quantitative analysis. The individual will possess a strong understanding of the following areas:

Strategic Planning for Employment and Training Programs:

  • Program development and design: Identifying workforce needs, developing program goals and objectives, and designing curriculum and training materials.
  • Needs assessment: Conduct assessments to identify the targeted population's and employers' needs and use this information to perform program design.
  • Funding and resource management: Developing and managing program budgets, securing funding, and managing resources effectively.
  • Performance measurement and evaluation: Developing and implementing strategies for measuring program performance and evaluating program effectiveness.
  • Program implementation and management: Overseeing the day-to-day operations of employment and training programs.
  • Partnerships and collaborations: Building relationships with employer's community organizations and other stakeholders to support programs success.
  • Policy and advocacy: Understanding the policy landscape related to employment and training and advocating for policies that support program goals.

Knowledge of Veterans' Employment Issues:

  • Unique challenges faced by veterans and the labor market understanding the barriers that veterans face in finding and retaining employment, such as military service-related skills mismatch, lack of civilian work experience, and mental health challenges.
  • Federal and state legislation and regulations related to veterans' employment understanding and applying to relevant laws and regulations such as the Jobless Veterans Support Group (JVSG) and the Uniformed Services Employment and Training Services (VETS) in the Homeless Veteran's Reemployment Rights Act (USERRA).
  • Best practices for serving veterans and employment and training programs understanding these specific needs of veterans and tailoring program services to meet those needs.
  • Resources available to veterans seeking employment and training knowing about and connecting veterans with resources such as the VA state labor departments and veteran service organizations.
  • Collaborating with state coalitions to support veterans' employment, working with employers' community organizations and other stakeholders to create a supportive environment for veterans seeking employment.

Educational Qualifications:

  • A minimum of a master's degree in a relevant field such as public administration, human resources, or social work related (No substitutions).
  • Relative coursework in areas such as program development needs assessment evaluation, labor market analysis, and veteran's issues.
