CSA is currently seeking a JCC Instructional System Designer to support our Navy client. Candidates for this role must be based in San Diego, CA.
\n- Responsible for the development and revision of curriculum to update and modernize the Journeyman Communications Course (JCC) for the Center for Information Warfare Training (CIWT) learning center.
- Provide Instructional Systems Designer (ISD) expertise in support of curriculum development through all phases of analysis and production.
- Develop and update Training Requirement Plans (TRPs), courseware, curriculum, and supporting documentation (e.g., Training Project Plans (TPPs), training materials/media, and Instructor-Led Training (ILT)/Integrated Learning Environment (ILE)).
- Develop Interactive Multimedia Instruction (IMI) training packages and Computer-Based Training, ensuring Naval Education and Training (NAVEDTRA)/Sharable Content Object Reference Model (SCORM) compliance and ILE/IMI curriculum packages to support formal training integration planning at CIWT.
- Collaborate with In-service Engineering Agents (ISEA) across program offices to validate technical information in support of JCC curriculum development.
- Provide course development expertise to the curriculum development team by reviewing Front-End Analyses (FEA), Training Needs Analyses (TNA), Job Duty Task Analyses (JDTA), Training and Readiness (T&R), Knowledge, Skills, and Abilities (KSAs), Resource Requirements Lists (RRL), Traceability Matrices (TM), and associated training-related materials.
- Provide Instructional Systems Specialist (ISS) support by inputting Course Control Documents (CCD) and Instructor-Led Training (ILT) materials into Content Planning Module - Learning Object Module (CPM-LOM) in accordance with the NETC End-to-End (E2E) process and TSA/TA/LC requirements in support of DoD/USN training.
- Participate in recurring meetings, both internally and externally, to discuss progress, technical accuracy, training standards, course events, and overall expectations.
- Support and participate in training events such as Train-the-Trainer, Pilot Courses, course assessments, and site surveys.
- ISD will support any required updates for the formal learning center, including both the Multi-Purpose Reconfigurable Training System (MRTS) 3D® system and associated curriculum, in support of PMW/A 170 Training Service Agent (TSA) for the Journeyman Communication Courses located at various Information Warfare Training Centers (IWTCs).
- Clearance: Must possess and maintain an active Secret Clearance.
- 5 years of relevant experience, including Integrated Product Support Elements for Training and Department of Defense (DoD)/Department of the Navy (DoN) training policies, guidance, requirements, and processes.
- Familiarity with NETC Course Development, Revision, and Modification End-to-End (E2E) Process.
- Experience in instructional systems design and courseware solutions following the (P)ADDIE model and employing Authoring Instructional Materials (AIM), Content Planning Module (CPM), and Learning Object Module (LOM).
- Experience supporting training that operates within an LMS/LCMS environment.
- Proven ability to collaborate with Subject Matter Experts, Instructional Systems Designers, Multimedia Developers, Courseware Developers, and Stakeholders in the design and development of training solutions.
- Minimum of three years of experience in technical writing/curriculum development supporting scientific, technical, and/or engineering performance requirements.
- Strong interpersonal skills and understanding of DoD and Armed Forces organizational structure, ranks, and customs/courtesies.
- Must have strong written and verbal communication skills with the ability to interface with government personnel both internal and external to PEO C4I.
- Must have a high degree of proficiency in Microsoft Office products.

The annual base salary range for this position is $85,000 - $100,000. Please note that the salary information is a general guideline only. CSA considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/ training, key skills as well as market and business considerations when extending an offer. Actual compensation within that range will be dependent upon the individual's location, skills, experience and qualifications.
