Position Summary
The Labor Compliance Coordinator position is responsible for timely and accurate preparation, review, submission and tracking of weekly Certified Payroll Reports and related forms in accordance with federal, state, and local labor compliance requirements for multiple projects. This role works closely with construction Project Management teams in various locations and our corporate Payroll team in Boise, Idaho.
Responsibilities
Prevailing Wage
• Attend pre-construction meeting for new projects; review and process labor compliance packets; ensure timely submission of required labor compliance documents; maintain database to track requirements for each project.
• Send correspondence for missing documents and request revised documentation via email or phone.
• Research and resolve discrepancies including, but not limited to prevailing wages, missed time, missing reports, and trust fund payments.
• Fill out Fringe Benefit Statements per employee for public works jobs.
• Assist with collecting and tracking required closeout paperwork.
• Keep current with union Master Labor Agreement, rates, and California and Federal labor compliance laws
Insurance
• Act as the point of contact for controlled insurance programs (OCIP, CCIP) as well as project insurance requests.
• Enroll in controlled insurance programs and participate in annual renewals and audits.
• Order or pull insurance certificates from online database.
• Review and upload customer insurance certificates into a database.
Additional Duties
• Create and update standard operating procedures as needed
• Participate in and compile information for audits (union trust, OCIP, workers comp)
• Perform other duties as required.
Knowledge & Skills
• Knowledge of California prevailing wages, Federal Davis Bacon Act, and union fringe benefits; familiarity with prevailing wage reporting and regulations; proficiency in managing various labor compliance forms, including but not limited to DAS140, DAS142, fringe benefit statements, and union status letters
• Understanding of apprenticeship and local hire requirements and knowledge of California public works apprenticeship requirements; knowledge of public works projects, including a solid understanding of the forms required that need to be submitted to Labor Compliance (ie: DAS 140 and DAS 142 )
• Knowledge of insurance programs and requirements for the construction industry.
• Able to communicate professionally, verbally and in writing, with team members, general contractors, regulatory agencies, and others.
• Excellent organizational skills with the ability to multitask effectively.
• Proficiency in Microsoft Office Suite (Outlook, Excel), Docusign (or similar) and the ability to learn new software programs is critical.
Experience
• 2 years as a Labor Compliance Coordinator, Project Coordinator, Insurance, or similar role where compliance reporting was an essential job function.
• Experience using MS Office software and industry specific software to manage tasks, run reports, and perform administrative tasks with deadlines is required.
Education
• High school diploma or equivalent required
• Certificate or two-year degree in Business Administration or Construction Management is a plus
Other Requirements
• Physical- This position operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. Must be able to sit for extended periods of time.
