Culmen International is hiring a Deputy Program Manager for Finance to provide support for the Department of Health and Human Services Office of Refugee Resettlement in Alexandria, VA.

Background
The Office of Refugee Resettlement (ORR), Division of Unaccompanied Children's Operations (DUCO) program provides unaccompanied children (UC) with a safe and appropriate environment until they are transported to appropriate sponsors while their immigration cases proceed. ORR is an office within the Administration for Children and Families (ACF), which is a division of the Department of Health & Human Services (HHS). The ORR has identified a critical need for transportation services at a national level to transport UC in ORR facilities located throughout the United States.
Roles and responsibilities included but not limited to:
- Responsible for the overall accuracy of work orders completed
- Ensure accuracy of the Accounting System
- Assist with Budget Change Requests
- Pull financial reports and format data for senior leadership by creating custom reports and analyzing data to inform decision making
- Provide support in preparing accurate financial statements and related reporting in a timely manner
- Assist with supporting external auditors and field exams
- Ability to prioritize, successfully complete multiple tasks with attention to detail, and meet deadlines
- Assist with the annual Incurred Cost Submission
- Assist with the evaluation, implementation and onboarding of relevant Finance and Accounting systems
- Reconcile G/L accounts and review G/L account reconciliations prepared by others
- Review and approve transactions before they are posted in the general ledger, including Accounts Payable, Cash Receipts, Timesheets, Labor cost, and Payroll
- Ensure that transactions are recorded in a timely, accuracy, and complete manner
- Manage, monitor, review and update as required, Standard Operating Procedures for finance functions
- Demonstrated ability to identify and solve problems
Basic Qualifications:
- Bachelor’s Degree in Accounting, Finance, Business, or related field
- 10 years of comprehensive accounting, auditing, payroll, and tax experience
- Government contracting knowledge (FAR, CAS, JTR, FTR)
- Ability to create systems that improve efficiency and internal controls.
- Must be detail oriented and have strong organizational/communication skills.
- Ability to exercise sound judgment and confidentiality.
- Advanced proficiency in Microsoft Office suite of tools
- Strong organizational, project management, and problem-solving skills with impeccable multi-tasking abilities
- Ability to pass a criminal background check
- HSPD-12 PIV Credential Tier 1
- National Agency Check and Inquiries—NACI Clearance
Preferred Qualifications:
- 7 years of experience as an Accountant supporting a government contracting firm
- Experience working with ORR, either directly or within a contractual requirement, in a management capacity
- Experience working in or with an ICF or Emergency Intake Shelter (EIS) in a management capacity
- Familiarity with the resettlement process and ORR policies
- CPA preferred
