Culmen International is looking to hire a Director of Finance and Administration to support an USAID program.
Roles & Responsibilities
- Manage the project's operational, financial, and administrative facets, offering support to the Chief of Party to ensure all project activities are executed promptly and within budget constraints.
- Report directly to the Chief of Party and may have additional matrix reporting responsibilities, while also overseeing the project's financial, operational, and administrative personnel.
- Handle the daily operational, administrative, and financial operations of the project.
- Implement, operate, and uphold financial systems and policies for the project to guarantee compliance with USAID policies and regulations.
- Formulate annual comprehensive and country-specific budgets for the project, including coordinating and scrutinizing partner budget contributions; monitor project expenditures to ensure alignment with sanctioned budgets.
- Monthly and quarterly, analyze project expenses (including those of project partners), offering guidance to project leadership on cost-efficient implementation strategies.
- Instruct project personnel on donor stipulations, and provide training and mentorship on financial management, operational systems, and compliance matters.
- Assist in the development of financial reports, including projections and forecasting, and conduct regular reviews.
- Administer the procurement of goods and services and maintain an inventory of project equipment and supplies.
- Oversee subawards/grants, consultants, and vendors supplying goods and services to the project, including issuing subawards/purchase orders/consultant agreements; examining invoices; and supervising disbursements.
- Handle community and partner disbursements while monitoring financial performance and progress towards objectives.
- Offer technical support and capacity enhancement to project sub-awardees to improve their financial management, reporting, procurement, accounting, and compliance procedures.
- Examine and audit sub-awardees' reports, budgets, and expenses.
Basic Qualifications
- Graduate degree (master's or higher) in business administration, finance, accounting or other relevant field.
- 7 years of experience in operational and financial management of international development projects of similar size, including experience with funds management (including development and oversight of large, complex budgets), internal controls, accounting, and audits.
- Demonstrated expertise and knowledge of financial, regulatory, contracting, and compliance aspects of USAID-funded programming.
- Skills and experience with sub-awardee/grant management, including the evaluation of proposals, budget reviews, and grant monitoring.
- Experience building capacity of sub-awardee organizations in financial, administrative, and operations management.
- Demonstrated competency in managing geographically dispersed teams, effective and rapid decision-making, and diplomacy/interpersonal skills; proven ability to work effectively with technical teams on financial and administrative tasks.
- Strong skills and experience working with relevant software, such as Microsoft Office Suite, Excel.
