Overview

The Human Capital Manager will work within the CVP Strategy & Transformation practice and play a task leadership role in delivery with federal clients. The Manager will enable federal human capital clients to develop new operational models, support workforce recommendations, and develop implementation plans for newly formed programs. The Manager will provide direction to the development of integrated program plans, standard operating procedures, policies, and execute on delivery of programs that span capability areas. The Manager will provide delivery leadership to other project team members, client relationship management and human capital management expertise. The Manager will work with subcontractor firms to ensure that capabilities of partners are effectively integrated into project delivery, and that all partners and subcontractors deliver quality work products to meet contract objectives.

 

The Manager will maintain and manage the client interface at the program level of the client organization and serve a leader within the Service Line for ensuring exceptional contract performance. The Manager will document past performance from delivery, and build the human capital capability, seizing opportunities to present on the capability and deliver the service in adjacent client organizations and new markets. The Manager will have the opportunity to form a career team within the Strategy & Transformation practice to cultivate individuals in this delivery capability as project delivery work expands. The Manager will be responsible for employee development and performance reviews of all direct reports.

Responsibilities

  • Develop current state assessments and future state recommendations related to workforce needs, and making recommendations for needed workforce transition.
  • Develop new operational models, organizational structures, and organizational role charters.
  • Identify change impacts and collaborate with change management and implementation team on input to implementation plans and stakeholder engagement plans.
  • Collaborate with subject matter experts to develop recruiting performance measures, policies, standard operating procedures, and communications, in support of project implementation.
  • Work with clients to review and develop guidance and policies that will facilitate understanding, adoption, and implementation of new processes.
  • Anticipate client/project needs and develop alternative solutions.
  • Develop, maintain, and manage senior client relationships.

Qualifications

  • Ability to obtain a US Public Trust government security clearance (U.S. Citizenship required).
  • 6 years or more of professional experience in human capital, recruiting, government service, project management, or consulting.
  • Demonstrated experience as a Task Leader, Culture Builder, and Team Leader.
  • Detail oriented with the ability to multi-task across multiple areas.
  • Proven leadership skills demonstrating strong judgement, problem-solving and decision-making abilities.
  • Strong customer relationship management skills.
  • Advanced proficiency with MS Word, Excel, and PowerPoint.
  • Excellent communication skills and professional writing skills.

Desired Skills & Qualifications

  • Master’s Degree in Business Administration or a Human Capital discipline.
  • Experience participating in the development of at least one complex organizational design or new departmental stand-up effort.
  • Federal Human Capital experience.
  • Experience and knowledge of consulting methodologies such as change management and project management.
  • Ability to manage administrative team of direct reports to build Human Capital Capability.
