Aetna's Medicare Stars Team is growing and expanding! This is exciting opportunity to join a high performing, collaborative team as a Senior Manager of Data Engineering. This individual will provide oversight of our Medicare Data Engine team. This position will head up a Pod within the Data Engineering team and will be responsible for assisting in developing the strategy for implementing components of our framework to support the Health Equities Community Engagement Program, as well as leading the team into the future as we develop the new Medicare Stars Eco System

The Senior Manager will lead the data engineering team and decision support efforts focusing on Medicare Stars. The primary focus of this role is to provide strategic leadership for the design, development, testing and delivery of Enterprise initiatives as it relates to large scale data structures, warehousing, and efficient ETL (Extract/Load/Transform) workflows related to the Data Engine. This individual will need to apply Rapid Application Development and Lean techniques in order to direct work assignments and provide mentoring to junior staff to successfully direct the improvements to the Data Engine Framework to support the constituent needs of the various Medicare Business units. The manager will help with the evolution to a self-organizing, cross functional team structure that leverages iterative Delivery Processes with a focus on continuous delivery of valuable software.

Fundamental Components:
* Direct oversight of the Data Intelligence Data Engine team - Manages projects, people, customer expectations and business priorities to achieve constituent satisfaction.
* Oversees application development of DI Data Hub. Stays informed about industry trends, research findings, and evaluation methods. Formulates department strategy and vision. Develops and participates in presentations and consultations to existing and prospective constituents on information services, capabilities and performance results.
* Drives the overall design or methodology of tactical and strategic solutions that satisfy information needs across products, segments and clients. Participates in the development of large scale data structures, warehousing, and efficient ETL that will enhance the retention of current market share and attract new business by demonstrating cost containment and quality initiatives.
* Provides leadership in negotiation and influencing sound business decisions based on data, results and information derived from industry trends, research findings, and Aetna-specific reports and analyses
* Directs the development and delivery of analytical solutions in support of healthcare business initiatives that drive the short and long-term objectives of Aetna. Performs or manages the application of research and develops statistical models that answer research and business questions for internal and external clients.
* Provides thought leadership and direction for analytic solutions, tools and studies for team commitments to quality and on-time deliverables. Motivates, understands, and probes into technical details and mentors his/her direct reports to do the same.
* Builds a strong team of individual contributors through formal training, diverse assignments, coaching, mentoring and other development techniques.
* Contributes to a motivated work environment by working effectively to achieve common goals. Participates on work groups/ forums representing Aetna to external constituents.
* Assists in all phases of team leadership and performs management functions; may perform some management functions in the absence of the Data Engineering Lead Directors.

Pay Range
The typical pay range for this role is:
Minimum: 115,000
Maximum: 230,000

Please keep in mind that this range represents the pay range for all positions in the job grade within which this position falls. The actual salary offer will take into account a wide range of factors, including location.

Required Qualifications
* Motivates team members and probes into technical details, and mentor others to do the same. Collaborates cross-functionally to build and convert algorithms and models into production systems to support enterprise initiatives.
* Develop frameworks, standards & reference material for architecture and associated products. Provides guidance for enterprise-wide technology roadmap. Expert experience implementing complex, enterprise-wide data transformation and processing solutions. Uses knowledge in Hadoop architecture, HDFS commands and experience designing & optimizing queries to build data pipelines.
* Uses programming skills in Python, Visual Studio, C#, SSIS or any of the major languages to build robust data pipelines and dynamic systems.
* Prior experience leading Cloud technologies including: GCP, Azure and Azure Data Factory
* Builds data marts and data models to support clients and other internal customers.
* Integrates data from a variety of sources, assuring that they adhere to data quality and accessibility standards.
* Has in-depth knowledge of large scale search applications and building high volume data pipelines.
* Advanced knowledge in SQL Server and/or DB2, SSIS, Microsoft .Net Framework, ASP, C#, Visual Studio, SAS, & SQL or similar.
* Knowledge in Hadoop architecture, HDFS commands and experience designing & optimizing queries against data in the HDFS environment.
* Experience with Agile delivery Methodology and Principles and Lean Portfolio management
* Health care sector experience preferred and Medicare experience strongly preferred
* Experience in working in a data warehouse environment as well as the ability to work with large data sets from multiple data sources.
* Demonstrated ability to effectively communicate and negotiate across the business and in the external health care environment. * 10 or more years of healthcare, health insurance, or pharmaceutical industry analytic experience.
* Ability to communicate statistical and technical ideas and results to non-technical clients in written and verbal form.
* Ability to perform and manage multiple activities and changing priorities.

• Understand security threats and patterns and ensure adherence to all regulatory initiatives, HIPAA, PHI, PII, locational and contractual data restrictions
• Ability to identify a vision along with the plans, which need to be implemented to meet the end goal, evaluating situations, decisions and issues in the short, medium and long term
• Able to influence and present sound and well-reasoned positions to persuade individuals in a way that results in agreement or behavior change
• Experience in having architected, designed, delivered and operationalized scalable microservices-based web/webservices applications in cloud native environments

Education
Bachelor's degree or equivalent work experience in Computer Science, HealthCare Informatics, Computer Engineering, Information Systems, Machine Learning, or related discipline.
