Title:  TECHNICAL RECRUITER
Job Status:  Full Time - Exempt

Supervisor: VP, Human Resources

Supervisory Responsibilities:  No

Job Summary:  The Recruiter is responsible for the full life cycle recruitment process of fully cleared (TS//SCI with Fullscope polygraph) billable and corporate Information Technology full time positions in the primary areas of software/ systems engineering, system administration, local support IT technicians, etc. This position involves building relationships with all levels of management and recruiting including program management, business development, security, and accounting/ finance and includes building relationships with customer hiring and staffing managers. The ideal candidate is responsible for using independent judgment and making decisions that require a great degree of creative, analytical, and problem-solving ability. Candidate will also develop and maintain metrics of performance for use in recruiting data and required knowledge.

Job Requirements/ Responsibilities:
  • Full life cycle recruitment for fully cleared (TS//SCI with Fullscope polygraph) billable positions, primarily in the areas of software/ systems engineering, system administration, local support IT technicians, etc.
  • Already possess a solid candidate book of the above-mentioned candidates for MD and/ or NoVA to make an immediate business impact.
  • Lead the upfront involvement with hiring manager to fully understand the role, to outline the job description and understand knowledge, skills and ability requirements.
  • Advise and consult with hiring manager on internal recruiting process, feasibility of hire and possible opportunities and challenges.
  • Work with managers and other team members to develop and implement recruitment strategies
  • Ensure hiring, promotions and job changes practices are in line with Company policy/ philosophy.
  • Ensure practices follow HR regulatory compliance.
  • Source passive candidates using selective postings, boards, professional networks and other recruiting resources.
  • Proactive network in chosen markets building strong relationships across industries
  • Work to reduce the "long list" of candidates to "shortlist" by performing a combination of the following
    • Phone interviewing
    • Resume filtering
    • Face to face interviews
    • Referral gathering
    • Reference checks
  • Facilitate the application process throughout interviews.
  • Gather detailed compensation information, bonus, deferred compensation to understand the total compensation package.
  • Partner with hiring managers to extend offers for employment and negotiate salary requirements.
  • Proficient in creating offer letters to all new hires, process I-9's and background checks.
  • Make sure all applicants data are entered into ATS for applicant tracking purposes.
  • Conduct referral tracking for potential and current employees.
  • Assist in a variety of department and companywide projects, including employee surveys, applicant tracking, department audits, diversity projects, job enrichment/education and department research/metrics.
  • Participate in corporate job fair, marketing, social networking, and advertising events.
  • Maintain level of confidentiality on job ranges/band ranges.

Competency Requirements:
  • Experience using an ATS.
  • Strong ability to build rapport with candidates and hiring managers.
  • Proven track record of executing senior hires.
  • Good executive presence with instant credibility.
  • Well - developed interpersonal, organizational, analytical, decision-making, negotiation, problem solving and written and verbal communication.
  • Ability to manage a high daily volume of candidates/meetings.
  • Ability to manage a large volume of varying requirements.
  • Ability to prioritize workload.
  • Team player with a strong sense of responsibility and accountability.
  • Strong moral compass with the ability to tactfully deliver bad news when necessary.
Education/Experience Requirements:
  • Minimum of 3-5 years proven employment recruiting within an Intelligence Agency experience.
  • Bachelor's degree in Human Resources, Business, related field or equivalent work experience.
  • Experience working with MS Office, word processing, and on-line documentation software.
  • Experience working with industry writing style such as grammar, sentence form, and structure.

Work Hours:  Flexible Hours, Core Hours 9 AM-3PM, M-F
