The primary purpose of the position is to serve as the Supervisory Facilities Operations Specialist. Typical work assignments include: * Providing technical direction and program guidance for the maintenance, repair, or modification of CISA facilities to include upgrade and inspection, planning and overseeing work performed by contractors or others to upgrade and replace facility specific systems. * Directing the operation of facility programs and services by assuring compliance with all certifications, safety, fire prevention and security program requirements, inspecting contractor work for compliance with specifications and standards, determining and projecting funding requirements and justifying budget requests. * Performing reviews and evaluations of technical proposals from architects, engineers, and managers. * Researching and analyzing long-range needs and critical problems for facilities programs and operations, such as analyzing damages created by natural disasters assessing needed repairs, construction, or rehabilitation projects. * Estimating projected costs and developing recommendations for resources and working closely with CISA Divisions and Offices to finalize resource requirements/forecasts. * Providing guidance and technical assistance to CISA Divisions and Offices reviewing, implementing, and managing current expenditures for infrastructure maintenance and operations, services, supplies, and real property repairs. Qualifications Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-14: In addition to the basic qualification above, you qualify for the GS-14 grade level (starting salary $132,368) if you possess one year of specialized experience at the GS-13 grade level performing the following duties: * Developing and determining logistics requirements, documentation, technical plans, procedures, controls and instructions for proposed facilities' developments. * Determining and establishing program goals, objectives and developing strategic and other plans for achieving annual and multi-year schedules. * Utilizing practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. * Preparing analysis reports and presentations of facility procedures, inspections, and activities and briefing said items to appropriate leadership. * Providing oversight, leading and managing a dedicate staff of employees to ensure facilities operations are being maintained and completed. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifications Must Be Met The qualification requirements listed above must be met by the closing date of this announcement. Education This job does not have an education qualification requirement. Additional information Promotion Potential: This position is at the full performance level. This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position. Minimal telework is available for this position.
