Position Summary:
The Policy Analyst will review policies to identify relevant rules and regulations for the organization and our participants. This position will be responsible for identification, analysis, reporting, and education efforts as they relate to policy compliance and opportunity.
Responsibilities:
- Review federal and state policies, including rules, regulations, and legislation, as directed. Heavy reading is occasionally required.
- Analyze and understand the impact of policy changes and communicate that information to the Legal Department through regular and timely updates.
- Participate in the review, analysis, and interpretation of federal regulations, federal laws, state laws and their associated administrative requirements to formulate appropriate policies, processes, and interpretations.
- Monitor for relevant policy comment periods and draft or edit proposed responses as needed.
- Develop and maintain subject matter expertise in relevant areas of federal policy, as determined by the needs of the organization. Act as an internal subject matter expert on those policy topics, including attending meetings, answering questions, and participating in discussions as needed.
- Participate with industry groups to stay abreast of relevant federal changes and lobbying efforts.
- Track policy news and maintain awareness of current updates to relevant policies and trends. Notify supervisor and legal team of relevant breaking news and potential application to projects, services, or stakeholders.
- Prepare policy summaries and overviews (e.g., memos, reports, one-pagers, slides) which condense and summarize key information for stakeholders to review, including for the executive team, board of directors, and board subcommittees.
- Design, develop, and facilitate of education and training around policies, government rules, and regulations.
- Train, mentor, and educate teams, partners, and stakeholders on state and federal regulation changes, policies, and their impact to the organization and strategic priorities.
- Model CyncHealth values and Code of Conduct. Manage resources and business objectives in compliance with charter, policies, and standards.
- Other duties as assigned.
Experience/Requirements:
- Bachelors degree in Health Policy and/or Administration, Political Science, Government Affairs, Journalism, Communications, or related field required. Relevant work experience may be considered as an alternative to a degree.
- Two years communications, policy, or government relations experience required. Preference for such experience as relates to health care, data sharing, privacy, etc.
- Proven ability to use advanced critical thinking and analytical reasoning to examine policies or issues and analyze for implications, considerations, and/or recommendations.
- Advanced writing skills, particularly composition, style, rhetoric, and consistency of voice across a variety of document types.
- Solid understanding of legislative and regulatory processes, or strong interest in the subject with proven ability to learn quickly.
- Excellent verbal communication skills; comfort with presenting to an audience and the ability to communicate appropriately with executives, legislators, regulators, and other key stakeholders.
- Strong ability to synthesize large amounts of text and distill into organized, digestible communications.
- Aptitude for (or interest in learning) tailoring communications directly to specific audiences in terms of tone, formatting, readability, and best practices for how people process new information.
- Excellent organization and process improvement skills.
- Expertise using Microsoft Office suite for document/materials development.
- Experience utilizing a database or database-driven tool to manage legislative monitoring and analysis highly preferred.
- Excellent interpersonal skills and the ability to develop effective collaborative working relationships with internal and external personnel at all levels, from a variety of disciplines.
- Ability to work in a fast-changing and sometimes ambiguous environment, identifying key priorities and driving new solutions. Ability to pivot and reprioritize in order to support the most pressing needs of the organization.
Physical Requirements:
- Ability to work on a computer for extended periods of time.
- Ability to complete dense reading for extended periods of time.
- Ability to stand or sit for extended periods of time.
- Light work requiring exertion up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
- Ability to work in the La Vista, NE office with reliable and predictable attendance.
