Brief Description
Performs a variety of technical duties related to oversight and management of the Dallas County Fixed Asset Program. Evaluates and monitors complex transactions associated with the provision, accounting, and disposal of County Fixed/Controlled Assets. Acts as a liaison between County Managers, Department Heads, multiple outside agencies and other County staff and the community as required.
Detailed Description
Interprets policies, rules, codes and regulations to ensure compliance with various regulations such as the County Purchasing Act, Texas Department of Transportation Policies and Procedures, Generally Accepted Accounting Principles (GAAP), and the Government Accounting Standards Board (GASB) Rule 34. Develops and oversees the County’s program for disposal of surplus and assists in setting priorities for the receipt, transfer, relocation, disposal and inventory control of all assets stored in the County. Ensures all County assets are tagged and recorded. Monitors Countywide fixed and controlled asset transfers. Conducts ongoing, annual physical inventory of all County departments to assure County compliance with statutory mandated reporting; reviews and investigates non-compliance issues, writes summaries, recommends and presents solutions; researches and aids in the resolution of complex fixed asset accounting and reporting issues. Analyzes data, prepares, distributes and presents fixed assets and inventory control reports as required. Assists County Offices and Departments in locating missing and/or stolen items to include firearms (Police Report(s)/State Reporting). Facilitates the reconciliation of fixed asset-related findings between the County Auditor’s Office and user department inventories; reconciles fixed asset inventories to the County’s general ledger accounting system. Issues manufacturing classification codes to all fixed and controlled asset purchase orders. Coordinates with the Auditor’s Office to ensure fixed and controlled asset purchase orders are received prior payment and acceptance. Maintains a log of changes to account distribution codes. Coordinates and assists in moving or auctioning of fixed assets. Performs related duties as required.
Job Requirements
Graduation from an accredited high school/GED Program. Five (5) year’s work related experience (in supply, purchasing, inventory control, or equivalent combination of education and experience. Special Requirements/Knowledge, Skills & Abilities: Must have a valid Texas Drivers License and good driving record. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. Must pass Dallas County Sheriff Department & FAST (Texas Juvenile Probation Commission) background checks. Able to work independently and with minimal supervision. Must be able to work within a team environment and maintain effective relationships with all levels of staff, vendors and the public. Able to communicate orally and in writing, problem solve, maintaining accurate records, and operate of office equipment. Knowledge/familiarity of an inventory system Ability to train and lead/supervise personnel, plan assignments, and coordinate work of support staff to achieve specific service objectives; ability to exercise independent judgment. Physical/Environmental Requirements: Ability to travel to and traverse various sites without restriction. Requires continuous sitting, walking, prolonged standing and working in all types of indoor and outdoor environments.
