Primary Purpose
The Director, Construction Administration is a management position that will support the strategic mission of overseeing new construction and renovation projects associated with DASNY. In this capacity, the position assists projects including budgets, schedules, resolution of complex issues, relations with contractors, consultants, and other external entities. Assists the Managing Senior Director, Construction and Director, Construction and Director, PDQA in the planning and direction of the activities of the Office of Construction Services. The position is focused on effectively managing project delivery services, developing new and maintaining existing client relationships, working on new business opportunities, and assisting in the review, development and implementation of policies and procedures for DASNY’s Construction Services Division, initiates and facilitates program development and initiatives, and establishes and monitors division goals, performance measures, standards, and objectives.
Essential Functions
- Plan, organize and assist in developing construction management program activities for various construction projects.
- Provide direction of the design and oversight for all new construction, and renovation projects.
- Develop project management, and procurement activities of the Authority, review budgets for active construction projects and monitor adherence to project budgets.
- Analyze and interpret reports and test results for specific projects.
- Assists in establishing staffing, financial, and technical resource requirements necessary to carry out tasks and assignments.
- Identify issues potentially affecting any projects throughout the program and consult with an emphasis on the efficient delivery.
- Work with Project Managers, Chief Project Managers and Directors to develop a strategic plan.
- Works with contract support and legal units to resolve construction phase problems, to develop strategies to affect the completion of contract work, and to settle disputes, claims and litigation arising during and after construction.
- Review project schedules and interact with construction managers and contractors to facilitate adherence to schedules.
- Assist in the review, development and implementation of policies and procedures related to the programs conducted by the Construction Division, procedures, and department goals.
- Act as primary contact for select DASNY client construction programs.
- Oversee and assist with coordination and assuring the smooth transition of services and reporting for select DASNY client construction programs.
- Directs and coordinates special projects within the design phase and entering the bidding/construction phase.
- Assists with the coordination of project management functions with other DASNY units and NYS Agencies.
- Interface with control and regulatory agencies, customer, DASNY Management and other internal staff during project’s design and construction phases to meet program goals.
- Supervise/mentor staff and provide general guidance on Construction Division and as assigned by Executive Management.
- Act as Inter-governmental liaison for special projects as assigned by Executive Management.
- Coordinates project reports and delivery for special projects.
- Develops techniques for the efficient use of resources to manage construction projects and develops and/or amends project management procedures and techniques as required.
- Assists other DASNY units in the development and revision of DASNY contract documents.
- Meet with potential customers to discuss new projects and associated DASNY services. Provide information on DASNY services as requested.
- Visit project sites as necessary to meet with field staff, experience the project dynamics, ensuring compliance with DASNY procedures and to maintain awareness of critical or complex issues.
- Participate in discipline, grievances, collective bargaining negotiations and other employee relations matters including the administration of collective bargaining agreements.
- Undertakes a variety of research, oversight, coordination, and critical analysis as part of special projects for the Construction Division and Executive Management.
- Manages staff on assigned special projects.
- Develop techniques and recommend efficient use of resources to manage construction projects and develops and recommends staffing levels consistent with workload and implements new techniques for managing projects.
- Reviews and amends existing procedures and develops and recommends new procedures.
- Make recommendations for improvements in policy, procedures and technology, and support implementation of recommendations.
- Exercises such other powers and performs such other duties as Executive Management may determine to supervise staff accordingly.

Supervision of one or more employees may be required.
Physical/Mental/Visual Demands
Frequent travel is required, depending on assignment, using public transportation, DASNY vehicle, rental vehicle, or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Must be able to work overtime or extended work hours as needed. Requires exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and work safety hazards (chemicals, fumes etc.). Requires complex and time-pressured decision-making. Must be available to occasionally work a modified work schedule or extended work hours.
Work Environment
Workstation and location vary depending on assignment. Official station is a standard office environment. Frequent construction site visits may be required.
Minimum Qualifications
Bachelor's degree plus twenty years' experience in the supervision and/or management of major public/private construction projects and ten years' experience supervising and evaluating professional staff or any combination of twenty years' experience as a DASNY Project Manager, Senior Project Manager, Field Representative or Senior Field Representative and eight years’ experience supervising and evaluating DASNY professional staff.
Preferred Qualifications
Bachelor’s degree in business administration, Public Administration, Architecture, Engineering, Construction Management or construction industry-related field plus twenty years' experience in the supervision and/or management of major public/private construction projects and ten years' experience supervising and evaluating professional staff. Program management experience managing administrative aspects of capital programs with extensive knowledge of higher education or healthcare industries. Experience in financial management systems and construction systems (preferably Oracle Contract Manager and PMWeb, along with P6 scheduling). Master’s degree in business administration, Architecture, Engineering, Construction Management or related fields preferred). NYS Licensed Architect or Engineer.
