Salary Range: $47.54 to $69.86 Per Hour
SUMMARY: Perform duties and responsibilities of a UXO Quality Control Specialist (UXOQCS) and UXO Safety Officer (UXOSO). This position is initially for a specific project site with the potential to continue with other DAWSON munitions response projects. The first project site is located at White Sands Missile Range (WSMR), New Mexico with an 11 day total duration - Mobilization on 24 September 2023 and Demobilization is tentatively scheduled on or before 4 October 2023. Pre-mobilization work will include review of project documents and mandatory corporate/onboarding training. Work is hourly and eligible for hazard pay (4% and 8%, depending on task classification), overtime, and health and welfare (H&W) benefits. Per diem allowance (lodging and meals) will be provided as well as a travel budget for mobilization/demobilization. Copies of all applicable certifications (e.g., EOD certificate or UXO Tech school certificate), training certificates, UXO resume, UXO hours log book, and current HAZWOPER physical clearance must be provided along with the application. When travel is required, round trip airfare to/from the project or personally owned vehicle (POV) mileage reimbursement up to $650 (round trip), along with associated mobilization costs (i.e., tolls, parking) will be reimbursed. Field equipment will be provided; although, UXO-qualified site leadership is typically responsible to ensure the project equipment is appropriate and comprehensive. During field assignments, a typical work week is 4 x 10-hour days per week with the possibility of working up to 5 x 10-hour days per week. Access to WSMR will be requested upon offer acceptance.
DUTIES AND RESPONSIBILITIES:
- Ensure all protective works and equipment used within the exclusion zone are operated in compliance with applicable DoD policy, Department of Defense Explosives Safety Board (DDESB) approvals, and Federal, state, and local health and safety statutes, regulations and codes.
- Perform the roles of the UXOSO/UXOQCS in accordance with the requirements of DDESB Technical Paper (TP)-18.
- Ensure compliance with US Army Corps of Engineers (USACE) Safety and Health Guidance Engineering Manual (EM) 385-1-1 and Explosives Safety Requirements EM 385-1-97.
- Prepare daily safety and quality control (QC) reports for submittal.
- Prepare and deliver daily safety and quality tailgate briefings.
- Conduct and document QC audits of all explosive operations for compliance with established procedures.
- Identify, document, report and ensure completion of all corrective actions to ensure all explosive operations comply with requirements.
- Analyze operational risks, explosive hazards and safety requirements.
- Establish and ensure compliance with all site-specific explosive operations safety requirements.
- Understand and provide guidance/oversight for safety protocols, personal protection equipment (PPE), and activity hazard analyses (AHAs).
- Enforce personnel limits and safety exclusion zones for explosives related operations. Conduct, document, and report the results of safety inspections to ensure compliance with all applicable explosives safety policies, standards, regulations and codes.
- Operate and maintain air-monitoring equipment required at sites known or suspected for airborne contaminates.
- Perform other related duties as assigned by management
- Responsible for identifying all types of military munitions, including possible fuses and their condition, armed or unarmed.
- Reconnoiter and classify Material Potentially Presenting an Explosive Hazard (MPPEH) as Munitions and Explosives of Concern (MEC)/UXO, Discarded Military Munitions (DMM), or Material Documented as Safe (MDAS).
- Provide oversight and guidance to UXO-qualified teams when MPPEH is encountered, including the identification/confirmation and the determination if an item is safe to move.
- When necessary, excavate subsurface UXO and DMM. Evaluate UXO to ensure safe to move.
- Oversee UXO demolition and disposal teams and assist in the inspection of various explosive ordnance.
- Participate in blind seeding programs, as necessary.
- Review Instrument Test Strip (ITS) results and perform any required corrective actions.
- Review field data for accuracy and completeness.
- Coordinate with the Senior UXO Supervisor (SUXOS) for the inspection and certification of MDAS.
- Responsible for observing and implementing all safety and project rules.
- Ensure explosive materials are properly stored and prepare an on-site holding area to temporarily stow MEC that has an acceptable risk of movement.
- Perform safety and quality oversight of UXO Tech III and/or UXO Tech II of UXO Technician I and Sweeper personnel.
- Escort non-UXO qualified personnel that have activities to perform within the UXO exclusion zone.
- Perform other related duties as assigned by management.
QUALIFICATIONS:
- High school diploma or general education degree (GED), or one to three months related experience and/or training, or equivalent combination of education and experience required.
- Certificates, licenses and registrations required: 40 Hour HAZWOPER; Current 8 Hour annual HAZWOPER Refresher; 30-hour OSHA Construction Safety certificate and card; and USACE Construction Quality Management for Contractors (CQM-C). Current First aid/CPR/Bloodborne Pathogens, OPSEC, and Anti-Terrorism Level I training is preferred.
- Must be a graduate of a formal UXO training course of instruction or EOD Assistant courses by a certified Department of Defense training facility.
- Must meet the UXOSO/UXOQCS requirements as promulgated by DDESB TP-18.
- Must be familiar with and have ability to carry out all job performance requirements in accordance with operational procedures.
- Must have a minimum of 8 years of UXO experience and previously approved by USACE as a UXOSO and UXOQCS.
