The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, golf courses, trails and parkways.

The Department of Conservation and Recreation is seeking qualified candidates for the position of Fiscal Officer VI, Capital Budget Director.

The Capital Budget Director is responsible for all aspects of the Capital Program. This includes managing all the budget and financial aspects of capital program and development of the rolling 5 year annual capital budget, and assuring adequate authorizations are in place to manage the annual capital program. This function is crucial to the agency’s mission as more than half of all resources expended by the department are from Capital.

Authorization Management- Follow legislative process between the executive branch as well as house and senate bills to assure agency needs are accounted for by providing feedback and analysis to senior management to make choices and prioritize needs.

Capital Planning and Monitoring- Work with colleagues to plan the long term capital needs of the Department and continuously update senior management of evolving needs of the capital program.

Project Management Oversight- Provide financial information and reports to project managers and supervisors on funds availability, accounts, and other key pertinent data. Recommend ways to optimize resources including carry forward and backward requests to EOEEA and A&F, and internal changes among groups of programs within assigned capital budgets.

Account and Program and Payment Management- Responsible for all account assignments, aligning approved budget with agency priorities, maintaining program code tables including program set ups as well as phase and activity. Responsible for assuring proper capital allotments are requested from A&F in a timely fashion to accommodate capital cash flows.

Capital Payroll - Responsible for maintaining the capital payroll and working with the Assistant Budget Director to ensure costs and assigned percentages are correctly charged. Report regularly on planned versus projected spending levels and recommend approaches to deal with overspending and under spending by fiscal year and integrating these issues into the capital plan.

Capital Reporting- Responsible for reporting on all aspects of Capital Spending including: encumbrance management, appropriation status, spending actual versus budgeted, year end reports, and ad hoc queries as needed.

The Capital Budget Director has functional supervision over all DCR staff that have to work with Capital funds including Senior staff, Regional business managers, State Park staff that are responsible for a portion of the capital funds budget, Fleet Manager, Payroll staff with regards to capital positions and Engineering staff with capital annual program responsibilities. In addition, the Director works closely with EOEEA Secretariat capital budget and program staff, and Capital budget staff from the Executive Office of Administration and Finance.

Preferred Qualifications:

The incumbent for this position must possess a through knowledge of the state’s finance system including chapter 29. The person must be facile with accounting and budgeting concepts and applications and be comfortable with state budgeting cycles and processes. The person must be able to work with all levels of staff throughout the agency. The Director position needs to be able to discern which items they can make decisions on and be confident enough to make them, and know when to delegate upwards for more difficult issues that arise of a sensitive nature.

A bachelor’s degree and an MBA would be preferable. A thorough understanding of state finance law and be very adept at EXCEL, ACCESS, Word and other computer applications including MMARS, MBA, and power point.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
