What are the responsibilities and job description for the Regional Director position at Debra Corn Foster Care?
Qualifications:
Graduate of a 4 year degree, preferably in Social work or a related field. Masters Degree preferred but not required.
Supervisory Experience preferred.
Physical office management
- Maintain office building needs and repairs. (i.e. use of space, heat, air, etc.)
- Maintain agency car usage and maintenance.
- Monitor use/repairs of office equipment.
- Approve supply orders prepared by secretary.
- Obtain prior approval for office equipment purchases.
- Ensure quality services regarding all aspects of agency as appropriate (including ways to save costs)
Supervision of employees
- Complete and maintain accurate, organized and updated personnel files.
· Complete employee evaluations within 3 weeks of employee’s anniversary date.
· Supervise and delegate as appropriate assigned projects.
· Review employee calendars and use of effective, cost efficient, time management.
· Authorize time-off request forms.
· Conduct in-person meetings with staff to address issues/problems.
· Utilize effective means of encouraging staff, offering guidance while also allowing employees to make decisions.
· Utilize regular consults.
· Maintain job responsibility of absent employee.
· Demonstrates dependability to assist with caseloads when necessary. Available to staff for meetings, emergencies, etc.
· Proof-read and return all court reports, monthly reports, etc. in a timely manner.
· Encourage staff to enhance their abilities to be self-sufficient.
· Provide encouragement to staff through recognition/acknowledgement of accomplishments.
· In the event that a position is vacant, Program Manager will complete job duties until said position is filled.
Maintaining Placements
- Provides direction/guidance as necessary.
- Meets with individuals as necessary to resolve issues/problems.
- Consistently encourages and arranges regular training of staff in the importance of maintaining placements.
- Motivates communication and shared team participation.
- Monitors services to referring agencies, foster parents, and children.
- Utilizes and demonstrates appropriate flexibility in individualizing plans to maintain placements.
- Follows procedures in communicating with LC about potential disruptions.
- Encourages steps to problem solving among staff and foster parents, etc.
- Assist LCs and Case Managers to maintain placements.
- Prepares and presents written service that is directly related to maintaining placements.
- Exercise discretion and judgement in assessing and analyzing child/family needs.
Hiring, termination, and training of employees and foster parents.
- Place ad for needed positions.
- Schedule and conduct interviews and complete necessary steps to hiring.
- Contact references of potential employees.
- Confirm starting date and starting salary with ED prior to hiring.
- Consult with and receive prior approval from ED prior to termination.
- Present and represent high standards of professional and ethical treatment throughout the hiring, termination, and training process.
- Assist employees with recognizing their own professional skills and contributions along with identifying individual staff training needs.
- Assist with direct service training as needed (i.e. home visits, attending court, special meetings, etc.)
- Within 30 days provide specific training to address monthly reports/contact log preparation and consults.
- Assist as needed at Ongoing Training
- Meet as needed to assess and discuss foster parent needs throughout licensing and closure.
Liability issues
- Participate in problem solving and/or prevention planning.
- Know and follow agency protocol regarding liability situations and follow up promptly with referring agencies.
- Call DCS Hotline per agency/state policy regarding abuse/neglect reporting. 1-800-800-5556.
- Carry out instruction as directed by DCS to facilitate safety of child/foster child throughout abuse/neglect reporting.
- Assist LC in conducting meetings with foster parents to address liability issues as needed.
- Coordinate staff responsibilities/duties in liability situations.
- Notify ED immediately of liability issues.
Present trainings and coordinate staffings.
- Prepare weekly staffing agendas and facilitate staffings.
· Delegate responsibilities for appropriate staff to lead/conduct staffing, FP ongoing when Regional Director is not present.
· Monitor FP On-going agendas and trainings
· Provide or arrange trainings for Case Managers
· See that all staff has an opportunity to participate in planning, organizing, presenting, set- up, etc. per skill level and/or job description.
Administrative reporting
- Submit claims monthly.
- Approve/Deny special requests for payments (consult with ED if large amount of money is needed or an unusual situation.
- Complete caseload listing each month.
- Initiates follow up with ED, companies, foster parents, etc. concerning problems, questions regarding placements/bills.
- Keep accurate/complete records of bills in organized manner for easy reference.
- Submit payroll changes/additions.
Consult with Executive Director
- Utilize phone and personal consultation for requesting assistance with staff, program, office needs, progress, etc.
- Follow-up with ED’s instructions regarding administrative changes, agency policies, staff, business announcements within the time frame and method as directed or discussed with ED.
- Attend all Round Table meetings and participate effectively. Keep all agendas and hand-outs, etc. in a Round Table meeting binder. Follow up immediately on any changes/additions/assignments as discussed at Round Table meetings.
Communication Functions
- Demonstrates ability to listen to staff, foster parents, etc.
- Displays ability to communicate appropriately with foster parents, foster children, ED, support staff, outside professionals, etc.
- Effectively communicates with individuals within the agency, establishing and maintaining a productive, harmonious work atmosphere.
- Works effectively with contacts outside the agency in a courteous, cooperative and objective manner.
- Excels in a professional way by communicating appropriately and thoroughly with all individuals in a positive, knowledgeable manner.
- Difficult/Conflictual situation are handled independently by leading a thorough discussion (To include all information) to best resolve a situation.
- Present clear and accurate information for FP ongoing and staff in-service training.
- Communicates appropriate and accurate information to foster parents, foster children, professionals, staff and ED.

- Follow agency policy regarding absenteeism, and work/break times.
- Punctual in arriving for work and begins work promptly.
- Requests time off in advance
- Uses adjusted time appropriately.
Interpersonal Relations
- Regional Director is supportive, considerate, fair and objective in behavior toward staff. This involves effectively communicating with individuals within the agency, establishing and maintain a cordial and harmonious work atmosphere and foster collective creativity and a team approach within the work place.

- Adequately knows job descriptions and responsibilities of each positon in the agency to assist in performing the duties of the job.

- Stay updated on State Policy issues from IARCA updates and state memos received.
