This position is part of the Defense Media Activity. The incumbent will be responsible for managing and coordinating a wide range of human capital and resources management functions and related program activities.

- Overseeing human resources operations work related to benefits, classification, compensation, staffing and recruitment, training and development or performance management.
- Providing interpretation and technical guidance on human resources laws, rules, regulations, policies, and procedures.
- Providing policy interpretation on contentious, highly technical, precedent setting matters or human resources program issues that cross human resources specialty areas; and
- Managing supervisors and human resources employees in recruitment, staffing, personnel action processing and training and development programs.
Responsibilities:
As a Supervisory Human Resources Specialist at the GS-0201-15 some of your typical work assignments may include:- The Director of Human Capital is responsible for managing and coordinating a wide range of human capital and resources management functions and related program activities. This includes developing and executing the activity's Human Capital Management Plan, in conjunction with activity manpower planners. Advises DMA managers on human resource matters and serving as the principle liaison with organizations providing civilian and military personnel services to DMA. Maintains and manages personnel services support agreements and contracts.
- Advises Director and senior management officials on human resources matters, including recommendations on the resolution of significant personnel or labor management issues, individual employee problems, and the application of new DoD workforce policies, systems, and procedures.
- Develops subordinates' performance metrics and provides periodic reports that reflect
- timeliness, quality, innovation, and professionalism of service.
- Makes decisions on technical and personnel problems presented by subordinate supervisors.
- Responsible for the management, oversight, and-integration of enterprise workforce
- management programs and policies to synchronize and integrate the efficient utilization of the DMA military, civilian workforce.
- Responsible at all levels within the organization and with external agencies, for
- presenting analyses and proposals, advising on new policies and processes, and
- explaining alternative and recommended solutions to complex HR issues.
- Evaluates the effectiveness of human resource management practices to ensure programs and processes are responsive to the organization's needs.
- Develops and allocates resources necessary to accomplish HR program objectives.
- Establishes and maintains effective incentive award and employee recognition
- programs; position management and job engineering/reengineering and succession
- management programs; employee recruitment/acquisition, training and professional
- development programs.
- Identifies and addresses skill gaps and succession planning requirements through targeted recruitment efforts and the establishment of workforce career and leadership development programs.
- Coordinates with the security manager on personnel security actions associated with the
- employment suitability and the issuance of security clearances.
- Formulates strategies, tactics, and plans to accomplish HR mission priorities and
- respond to client requirements.
Salary : $155,700 - $183,500
