This non-State position is responsible for directing the housing management and social service functions within the Delaware State Housing Authority and working with the Development section in underwriting DSHA owned projects, which includes reviewing/approving operating budget in preconstruction state.  The incumbent is responsible for planning and directing the housing management functions such as State Rental Assistance Program, the Moving To Work (MTW) Program which includes the Public Housing Program, and the Section Voucher Program, and also the direct management of Section 8 New Construction projects. The incumbent has responsibility for approving all purchases and expenditures for all management programs. The incumbent is responsible for implementing operating standards and procedures for the Public Housing Program and ensuring compliance of managers to the same.

 

MINIMUM QUALIFICATIONS

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

 

  1. Knowledge of the principles, practices and theory of federal and state housing management programs.
  2. Five years of experience in the administration of real property management and in the planning, implementing and evaluating housing management programs.
  3. Knowledge of the principles and practices of cash receipt, disbursing and budgeting.
  4. Knowledge of the principles and practices of supervision
  5. Ability to communicate effectively both orally and in writing.
  6. Successful Completion Criminal Screening.

 

EDUCATION REQUIREMENT

Graduation from an accredited college or university with a Bachelor’s degree in Business, Public Administration, or a related field.

PRINCIPLE ACCOUNTABILITIES

  • Plans, implements and directs the operations of the housing management section to include developing and recommending policies and goals to the Deputy Director, preparing annual budget and reviewing and approving all expenditures.
  • Plans, assigns, reviews and evaluates the work of subordinate personnel.
  • Oversees and participates in providing program information and procedural guidance to sponsors of housing projects.
  • Prepares requisitions for subsidy funds and annual subsidy budgets for all assisted housing projects.
  • Ensures the issuance of Vouchers to qualified low-income individuals/families, initial/annual inspection of rental units in order to meet State Housing Code and federal Housing Quality Standards, monitoring of agreements between DSHA/landlord and landlord/tenant and disbursement of subsidies to landlords.
  • Ensures the implementation and operation of social service programs/services for tenants (low-income individuals, families, elderly persons, the disabled, etc.) to improve their quality of living and self-sufficiency, including the administration of MTW savings accounts.
  • Prepares and oversees the preparation of periodic and special reports as required by regulating agencies of government and the Housing Authority, including the annual plan and report required by the MTW block grant.
  • Performs related work as required.
