What you'll achieve:

The successful candidate will be responsible for managing the proposal process and preparing responses to Requests for Proposals (RFPs), Tenders, and Requests for Information (RFIs) issued by the U.S. Federal Government, and other government customers in the United Kingdom, Australia, and Canada. As a Dell Federal Proposal Manager, you will interact with our customers, our sales teams, and various Dell technical experts to produce winning proposal documents that clearly demonstrate how Dell offers the best value and overall solution for its customers.

You will:

  • Manage the proposal life cycle for bids to the US Federal Government, and government customers in the United Kingdom, Australia, and Canada, for responses where Dell is either a direct prime contractor or subcontractor to another partner.
  • Effectively lead a diverse group of subject matter experts to drive the proposal process to successful completion-from RFI/RFP receipt to proposal submission and award.
  • Produce and submit compelling, compliant, and competitive customer-facing proposal documents that meet RFP requirements, demonstrate our value proposition, and position Dell for the best chance to win:
    • Follow the proposal management process and drive needed innovations.
    • Perform detailed analysis of RFP/RFQ/RFI documents to assess requirements and required inputs - Create and manage proposal directive/proposal management plan/compliance matrices, proposal volume templates, and production schedule to ensure all required documents are produced properly and on time.
    • Coordinate with proposal development staff of technical writers, coordinators, graphics, assigned operations and technical personnel, and production staff, and part-time consultants.
    • Lead or assist with strategy and development of proposals, qualifications, questionnaires, and presentations, based on information provided by account team, Business Development, Capture, program leads, technical staff, and executive leadership.
    • Facilitate proposal kickoff meeting, status calls, and color reviews (pink, red, gold) to ensure we produce quality deliverables that differentiate us from our competitors and provide value to our customers.
    • Identify, assign, and manage all sections/volumes, including assignment of specific technical, operational, and financial/pricing deliverables and due dates to subject matter experts. Leverage boilerplate and existing content where available and where appropriate.
    • Directly responsible for non-technical portions of the proposal (i.e., cover letters, executive summaries, team qualifications, various management plans, project descriptions, resumes, win themes and differentiators, etc.). Write specific proposal sections, as required, in support of assigned proposals.
    • Review all inputs, proposal drafts, and final documents to ensure responsiveness, accuracy, and quality.
    • Ultimately responsible for creating visually appealing and well-written proposals which comply with customer's specific submission requirements.
    • Support follow-up questions, oversee client interview preparation and development of collateral, and provide coaching support.
    • Create and manage collaboration space on SharePoint for proposal development and maintain and control a well-organized, secured access, proposal library.


Essential Requirements:

  • Exhibit successful project management and proposal leadership, with demonstrated ability to drive results from a virtual team and with a very high attention to detail in a deadline-driven environment
  • Five to ten years' experience in proposal management and writing
  • Bachelor's degree (BS/BA) or higher, preferably in a relevant area such as English, Marketing, Communications, Business, Science, Engineering or related field.
  • Proficient in Microsoft Word, Microsoft Excel, and Adobe. Experience with PowerPoint helpful.
  • Formal proposal training and/or relevant certifications (e.g., APMP, Shipley) is preferred


Desirable Attributes:

  • Proposal experience in the information technology industry for U.S. Federal Government and government customers in the United Kingdom, Australia, and Canada is strongly preferred.
  • Strong facilitation, leadership, and communication skills through the pursuit lifecycle.
  • Strong interpersonal and communication skills, with ability to work effectively with cross-functional, geographically dispersed teams, whether in-person or virtual.
  • Excellent project management and organizational skills, with ability to manage multiple projects simultaneously to meet deadlines.
  • Excellent writing, editing, and proofreading skills, with the ability to convey complex information in a clear and concise manner.
  • Exceptional attention to detail and ability to manage all facets of the proposal process under tight deadlines.
  • Ability to work a flexible schedule, which may require occasional weekend and/or evening work.
  • Team player with ability to self-motivate and work independently.
  • Working knowledge of Dell product and services solutions, and Dell's positioning in the market.
