Work you’ll do/Responsibilities
We are looking for a IOC Service Manager to lead our applications engagement with LA28 Games, serving as the primary liaison between the LA28 team and the product owners for the applications we are delivering for the Los Angeles Games. This is a key resource for the LA28 team, helping them understand the applications and the business processes they are designed to support as the LA team scales up.
This person will be collecting business requirements from LA28, help the product owners to build roadmaps that meet the client needs, and ensure the enhancements being designed and delivered meet those business needs. The successful candidate should expect to spend a significant amount of time in Milan, Italy in the first half of 2024. This position is to be filled in early 2024 and goes through October 2028 (after the LA Games).
- Ability to live near Los Angeles, CA. to be near Organizing Committee HQ, and then travel to Milan, Italy.
- Communication
- Act as the trusted advisor for the LA28 Organizing Committee configuration and operations of the assigned services.
- Central point of contact for LA28 Organizing Committee for all topics related to the planning, delivery, and operations of the assigned services.
- Subject Matter Expert for Deloitte regarding the client’s people, structure, and business processes.
- Key point of contact between application providers for the delivery, operations, and maintenance of the assigned services.
- Maintain good working relationship with LA28 Organizing Committee, International Olympic Committee, service providers, relevant Government Agencies and Applications Providers.
- Raise risks quickly to prevent them turning into issues.
- Project Management
- Help coordinate the release of application features and client business processes to ensure the successful delivery of the services for the Games.
- Work with scrum of scrums to ensure relevant project schedules are maintained.
- Member of Service Management Team
- Adopt the standard ways of working established by the service and applications teams.
- Consistently apply defined best practices across applications.
- Fully understand the assigned applications, architecture, status, and readiness to suggest useful workarounds, raise risks, etc.
- Service Definition
- Participate in requirements gathering, user journeys, data and process flows, development user stories, integration test cases, and operational timelines as part of the application scrum team.
- Define Service Level Requirements with the client for assigned applications.
- Work with application Product Owner and Scrum Master to ensure delivery of application functionality according to requirements and agreed schedule.
- Review and execute client’s UAT test cases prior to UAT.
- Work with LA28 to provide clear requirements for enhancements needed for the LA28 Games
- Help define hardware needs (if applicable).
- Service Transition
- Become an expert in the application and the client’s business needs so you can lead the conversation around the the most suitable application configuration and user processes to meet the client’s needs.
- Liaise with other areas/competence centers to ensure a high level of customer support is provided to the end users.
- Review the Test Plans from the Application Providers and Quality Engineering to ensure alignment with LA28 Organizing Committee’s business needs.
- Contribute test cases and metrics for systems tests to ensure the performance, stability, and fault tolerance of the applications meet Service Level Objectives.
- Produce key documents for user training, operational processes, and support processes.
- Work across departments to ensure the successful delivery of the service as it transitions to operations, including needs for training, data preparation and population, environments, user access and RBAC, etc.
- Service Operation
- Monitor the assigned services
- Validate new features prior to client handover. Lead the client handover and training, recommending operational processes to ensure the smooth implementation of new features.
- Provide L2 support for incidents.
- Prepare the production environment before Olympic and Paralympic Games.
- Ensure the full delivery of the service, including training, support, and the applications themselves, during critical periods.
- Communicate regularly with Engagement Managers (Directors), project team members, and representatives from various functional and / or technical teams, including escalating any matters that require additional attention and consideration from engagement management
- Independently and collaboratively lead client engagement workstreams focused on improvement, optimization, and transformation of processes including implementing leading practice workflows, addressing deficits in quality, and driving operational outcomes

Qualifications
Required
- Expertise in business processes behind delivering the Games (accreditation, workforce management, etc.)
- Significant experience delivering Games application for a major international multi-sport competition
- 10 years’ experience delivering software to clients
- 3 years as business analyst
- IOC experience
- Demonstrated ability to form the bridge between clients and development teams
- Experience delivering software in an Agile environment with iterative release
- Ability to translate business needs into software requirements
- Strong organizational skills, time management, portfolio prioritization experience, and accountability required.
- Bachelor's degree, or equivalent experience
- US Citizen; no immigration sponsorship available
- Requires extensive international travel. Have current passport and ability to travel to Milan, Italy in the first 6 months, then 1 week a quarter for remainder of term. Live near or willing to relocate to Los Angeles, CA.
Preferred
- Bachelor's degree, preferably in Computer Science, Information Technology, Computer Engineering, or related IT discipline
- Analytical/ decision making responsibilities
- Analytical ability to manage multiple projects and prioritize tasks into manageable work products
- Can operate independently or with minimum supervision
- Ability to deliver technical demonstrations
