Job Description:
The Oregon Department of Agriculture (
ODA
) seeking a Business Operations Supervisor to help support the Market Access and Certification Program Area. If you believe you would be a good candidate for this position, then please apply for the Business Operations Supervisor 1 (Organic Certification Manager) position.
  • As a Business Operations Supervisor 1 (Organic Certification Manager), you will serve the Department’s organic customers in all stages of their certification process while providing oversight to the program’s organic inspectors across the state. This position will also coordinate with the Compliance and Regulatory Manager 1 to evaluate and analyze the quality of services provided by the program through evaluations, report review, statistical data, and internal audits to make program improvements to increase efficiencies and address changing needs or concerns.
  • In addition, you will provide inspections, reviews, and verification of processes at farms, handling, and processing facilities. Results of these reviews may result in certification to the National Organic Program standards or the submission of findings to be used in the determination of certification.
The Business Operations Supervisor 1 (Organic Certification Manager) is a permanent full -time position, located in Wilsonville, Oregon and is a Management Service – Supervisory position.

Working conditions
Work is conducted in an office and in the field. Working long hours as dictated by workload (seasonally), travel required at various times for one to two weeks at a time. This position frequently works weekends, holidays, evening, and split shifts. Overnight travel up to one to two weeks in duration; frequent night and
weekend meetings; possible out of state air travel; use of state and rental vehicles.
This is what you need to qualify.
  • Bachelor's degree in Food Safety, Agriculture, Environmental Science, or a related Natural Resource field.
OR
  • Three years of lead work, supervision experience in a natural resource field
  • Become National Organic Program (NOP) certified auditor within one year of hire.
Must have a valid driver's license and a good driving record or be able to provide an acceptable alternate method of transportation.
Additional Requirement
Strong technical knowledge in Market Access issues including agricultural trade policies and practices; sanitary and phytosanitary issues, agriculture and natural resource knowledge, food safety best practices, international certification and standardization norms. Specific academic knowledge not necessarily required,
could be acquired through experiential training.

  • Demonstrates excellent verbal and written communication skills to tactfully facilitate and negotiate solutions to complex regulatory issues; ability to build partnerships across diverse community and stakeholder groups and interests.
  • Experience interpreting rules, regulations, laws, agency guidance and procedures for internal and external stakeholders.
  • Experience conducting inspections/audits to ensure compliance with federal and/or state-level regulations; experience in making compliance determinations, conducting investigations, and performing follow-up investigations.
  • Experience working with agricultural industries.
  • Experience working with project applicants and federal and state agencies.
  • Experience in program development, database development and database management.
