A successful candidate in this position will:

  • Perform a wide variety and volume of building services and alterations supporting DOE-HQ. 
  • Conduct oversight of operations & maintenance; preventive maintenance & energy conservation/efficiency programs; recurring and emergency repairs to mechanical and electrical systems; administration of service contracts; implementation of fire protection, safety & occupational health program; and management of the Key and Lock Program.

Qualifications:

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.  Specialized experience is defined as:

GS-11
 
1.  Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.  Education should be in a related : Engineering, Industrial Arts, Property Management or Business Administration.

OR

2.  One year of specialized experience equivalent to the GS-9 level in the Federal service that demonstrates: 

  • Administering and monitoring a comprehensive program for the operations, maintenance and repair of facilities and buildings.
  • Developing requirements for, and providing oversight of, facilities operations, maintenance, repair, preservation, alterations, custodial services, food services, landscaping services, recycling, and various other support services.
  • Assisting in the negotiation of schedules, work progress, inspection and review of contractor performance relating to buildings and facility operations.
  • Gathering and analyzing data, preparing progress reports and ensuring activities are conducted within fire and safety regulations.  

OR

3.  Combination of education and experience.

GS-12:

You must have one year of specialized experience equivalent to the GS-11 level in the Federal service that demonstrates: 

  • Analyzing operations, maintenance, and repair of plant facilities and buildings to resolve policy and operational problems.
  • Preparing work orders for building maintenance, normal and emergency cleaning, and general facilities maintenance.
  • Performing inspections, identifying deficiencies and providing corrective actions for ensuring safe and orderly conditions.
  • Monitoring contractor compliance with plans and procedures for compliance.
  • Performing cost estimations for contracts and monitoring contractor progress and performance, ensuring milestones are met and preparing written reports with conclusions and recommendations for building operations.

  1. Knowledge of building management principles, practices, and methods to provide for the operation, maintenance, repair, construction and alteration of a wide range of buildings and facilities.
  2. Ability to interpret architectural drawings and develop cost estimates.
  3. Knowledge of building safety, fire protection and emergency planning policies covering building management activities.
  4. Knowledge of various trades involved in the operation, maintenance, repair and construction of complex building systems and equipment, including cleaning, landscaping, heating/ventilation/air conditioning, electrical, carpentry and plumbing systems.
  5. Knowledge of building operations, resources, and physical structures, especially in regard to cleaning, sanitation, landscaping and trash removal, and contracts for building services in Federal buildings and leased space.
  6. Ability to gather and evaluate information concerning building operations and contracting procedures in order to write reports with conclusions and recommendations.
  7. Ability to obtain and maintain appropriate COR certification.
  8. Ability to communicate, orally and in writing, within a broad customer base.

Responsibilities:

As a GS-12 full performance level Facilities Operations Specialist, you will:

  • Analyze operations, maintenance and repair of plant facilities and buildings and initiate actions to resolve policy and operational problems. 
  • Develop requirements for and provide oversight of operations, maintenance, repair, preservation, alteration, custodial services, landscaping, trash removal, recycling, and key control requirements for large complex.  
  • Serve as a Contracting Officer Representative and liaise with procurement/contracts on technical matters pertaining to facility operations contracts to ensure deliverables are according to specifications.  At the GS-11 grade level you will serve as a Contracting Officer Technical Representative.
  • Perform Quality Assurance inspections, inspects buildings and grounds to ensure safe and orderly conditions, identifies deficiencies and initiates corrective actions.  
  • Report on fund expenditures and contractor-performed activities; budgetary expenditures within the Working Capital Fund as it relates to facility services; and assure funding allocation streams are used appropriately.
