This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project.  The NQ-03 pay band is equivalent to the GS-13-14 grade levels.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level in the Federal service.  Specialized experience for this position is defined as:

  • Comprehensive knowledge and skill in directing, analyzing, and evaluating the effectiveness of federal logistics program activities to include monitoring of progress in the fields of: materials management/logistics, spare parts provisioning, operational/supply support, shipping & receiving, warehousing and physical distribution, to support agency objectives and mission.

  1. Expert knowledge of federal policies, regulations, procedures and precedents and commercial best practices pertaining to materials management/logistics, spare parts provisioning, operational/supply support, shipping & receiving, warehousing and physical distribution.
  2. Expert knowledge and application of requirements for government property.
  3. Ability to evaluate, select and use a wide range of qualitative and/or quantitative methods to assess and lead improvement in effectiveness of materials management/logistics, spare parts provisioning, operational/support, shipping & receiving, warehousing and physical distribution.
  4. Ability to use prescribed methods to assess effectiveness of government property management.
  5. Skill in planning, organizing, and directing individual and team review work using a variety of collaboration and focused facilitation techniques.
  6. Knowledge of and ability to use effective communication skills in order to deal orally with contractor personnel in presenting viewpoints or policy, to write clear and concise technical evaluation reports and memorandums, and to serve in an advisory capacity for agency management personnel.

Responsibilities:

As Program Analyst, you will:

  • Be responsible for directing, developing, and coordinating policies and programs related to materials management to include operational support inventories, refueling equipment/reactor plant equipment/, material supply support inventories, and associated logistics activities.

  • Be responsible for ensuring required inventories are scheduled and completed according to DOE, DOD, and Navy policy directives to ensure compliance with Financial Improvement and Audit Readiness (FIAR) requirements. Coordinate the complete inventory, review accuracy reporting of reactor plant components and materials.

  • Provide headquarter-level direction and guidance to meet inventory accuracy requirements.

  • Have frequent dealings with senior officials at geographically dispersed supply locations, prime contractors, shipyard commanders, senior agency officials and other government officials.

  • Coordinate the design, programming, testing, implementation, operation and maintenance of program unique inventory management systems and oversee development of management reports for use by senior management.
