The Central Services Division (CSD) assists the Agency in achieving its mission by providing central management services for the agency in accounting, budgeting, information systems, human resources, health and safety, training, policy and organizational development, purchasing, and facilities management. The division serves headquarters and 3 regional divisions, the Vehicle Inspection Program, and the Laboratory and Environmental Assessment Division. Services are provided for over 700 positions, various local and regional governments, and directly to citizens. Click here to view a map of all of the DEQ offices. What you will do! As the DEQ business continuity planner, you would be responsible for planning the agency’s continued operations in times of emergency. This work includes: Leading the development of the agency’s disaster recovery strategies and solutions, including risk assessments, business impact analyses, strategy selection, and documentation of the agency’s continuity of operations and disaster recovery plans and procedures. Planning, conducting, and debriefing annual emergency response exercises that test the adequacy of one or more elements of the agency’s continuity plan. Participating in multi-agency emergency response exercises. Leading the implementation of the agency’s continuity operations plan during emergencies or disasters. Developing and delivering agency training on business continuity and recovery topics, and coordinating delivery of incident command training required for state government management service. What are we looking for? Minimum Qualifications: Bachelor’s degree in a business or public administration, behavioral or social sciences, finance, political science, or a related degree, AND 4 years of professional-level evaluative, analytical, and planning work (or an equivalent combination of education and experience). Candidates who are most competitive will also reflect the following: Experience with disaster recovery planning and reporting, including vulnerability management, cyber threat assessment, and incident command practices and protocols. Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences. Highly motivated; a willingness to take initiative; ability to work creatively to find solutions; innovative; and excellent problem solving skills involving detailed thinking for solving complex issues. Excellent analytical and conceptual skills; experience with research, development, and evaluation. Demonstrated ability to devise, develop, lead, and evaluate programs; experience with process improvement; previous experience as a project leader. Experience with risk analysis and management, as well as compliance, remediation, and auditing. Experience with policy analysis, including development, analysis, evaluation, and implementation. Demonstrated experience and personal commitment to building and sustaining an equitable and inclusive culture where all team members feel empowered to contribute. Ability to interpret environmental programs, and federal, state, and local regulations and guidance. Working Conditions: Most work is performed in a professional office setting. There will be occasional travel on official State business for meetings, conferences, and trainings, some of which may include evening work and/or overnight stays.
