Overview: We are looking for an experienced medical doctor to head the medical/healthcare services of a Federally Qualified Health Center (FQHC) and to lead by example. The person in this position is to oversee the healthcare staff and overall medical operations of the health center. The duties include administration of all operations of the medical team, evaluating and directing all medical staff employees, establishing goals for the medical department and creating and enforcing compliant healthcare policies. The Medical Director infuses collaboration, respect and a passion for helping others by leading the center's medical team through a shared vision and purpose regarding direct patient care. Holds overall accountability for direct patient care. Setting forth the environment for a safe, efficient and productive health care center that takes excellent care of the people being served.

The Medical Director reports to the FQHC CEO/Director of DHCW

DUTIES AND RESPONSIBILITIES:

Is responsible for the establishment of standards for the medical staff to meet the requirements and standards of the FQHC board by administrating, and organizing delivery of care, facilities, personnel, schedule, equipment, and supplies necessary for the proper care of patients.

Assists in the preparation of the yearly budget for control of expenditures, based upon past experience, knowledge of market trends and other financial considerations.

Promotes clinical excellence, staff excellence, business excellence, and customer excellence

Ensures Regulatory and Policy Compliance that adhere with the standards of medical practice.

Ensures adherence with State and Federal health center requirement

Directs the establishment and maintenance of a system of requisitioning, distributing, recording, and dispensing procedures, and use of equipment, supplies, medication, and vaccines.

Participates in the selection of staff needed/entering work force.

Ability to train personnel to keep everyone abreast of new medical techniques and trends.

Establishes an in-service training and orientation program for new personnel.

Interprets policies to medical staff and insures compliance with policies. Assists in the preparation of the yearly budget for control of expenditures, based upon past experience, knowledge of market trends and other financial considerations. Prepares periodic reports concerning various medical administrative functions and its financial condition. Meets with department heads to coordinate the activities of the departments and formulate they are properly working together functioning synergistically. Acts as liaison between appointing authority and/or governing board in matters of professional care and treatment of patients. Determines that care of patients is of highest professional level and meets with standards prescribed by accrediting agencies. Meets with department heads to solve medical problems. Coordinates activities of medical staff to prevent overlapping or duplication of functions, responsibilities or supervision. Directs the proper recording, establishment and maintenance of all medical records (EMR) and files.

Ensure the proper use and maintenance of medical equipment.

Ability to work well with supervisors, fellow workers and subordinates.

Has direct patient care responsibility for the scheduled patient panel for evaluation, medical examinations and follow-up of patients.

Performs all other duties as assigned by the CEO/Director of DHCW.

Works collaboratively with and as an equal peer to the FQHC COO and CFO.

EDUCATION:

Graduation from a medical college or university with the degree of Doctor of Medicine.

EXPERIENCE:
Five (5) years of hospital supervisory experience in assisting in the administration and coordination of hospital activities.

LICENSE:
Applicants must possess a valid New Jersey license to practice medicine.

KNOWLEDGE & ABILITIES:
Knowledge of rules, regulations, policies, procedures, and objectives of professional practice of medicine.
Knowledge of technology, EMR software, Excel spreadsheets, Insurance portal and all computerized information used by the health center.
Knowledge of conferring with administrative, medical, clerical, psychiatric, and other service staffs to develop and implement policies and procedures. Knowledge of accepted principles of medicine and medical practices, and of fundamentals of medical practice, organization and administration, standards, regulations, and laws applicable to the practice of medicine. Ability to mitigate medical inefficiency and other activities that may result in serious consequences to patients or staff. Ability to communicate and meet to deal with a variety of employees, patients and relatives that may present with various issues. Ability to use proper judgment involved in formulating policies and regulations, delegating responsibility, systematizing procedures, interpreting policies of appointing authority and/or governing board. Ability to prepare suitable reports. Ability to direct the establishment and maintenance of proper records and files. Knowledge of procedures in training employees. Knowledge of the handling of correspondence, records, surveys, files, and recommendations. Ability to organize a proper and effective work program embodying the principles of ethics and accreditation. Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to continuously maintain a proper and dignified relationship with fellow employees and a professional approach in public relations. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American
