We are seeking a Human Resources Business Partner (Human Resource Analyst 3) to join our Employee and Labor Relations team. What you need to qualify A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position. OR Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position. OR Six years Human Resource experience related to the position. Four of the six years must have been at the professional-level. A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience. The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience. Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience. Your duties at a glance The Office of Human Resources (HR) serves as a strategic partner to its customers, providing proactive, comprehensive human resources services, in alignment with agency, program mission, and goals within Office of Human Resources. The Human Resources Business Partner (HRBP) is a senior member of Human Resources who performs as an integral part of the team, by providing outstanding customer service in a variety of professional human resource services to the agency managers, staff and public with a focus on personnel matters, training preparation and delivery, and grievance and complaint processes. As a Human Resources Business Partner, you will: Collaborate with union representatives, managers, and employees to explore issues and common interests in order to problem solve and negotiate resolution Provide consultation and technical assistance to management in interpretation and application of collective bargaining agreements and agency and state-wide policies and procedures Provide leadership and expertise in complying with and carrying out agency responsibilities under the ADA Consult with managers/supervisors and staff to identify concepts for contract and workplace improvements and provide guidance in responding to grievances Support the development of training plans in collaboration with Sr. HR Managers and conduct training for managers and employees Working conditions Position requires the incumbent to work a professional work week where the hours of work fluctuate on a daily and weekly basis. Extensive use of the computer, telephone and standard office machines. Is subject to fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues. Occasional contact with angry or confused employees, clients, other agency representatives and members of the public. Occasional overnight travel may be required. Occasional travel requires that the incumbent have a valid driver's license or an alternative form of transportation.
