Job Synopsis

This position is located in the Department of Human Services (DHS) within the Office of Program Review, Monitoring, and Investigations (OPRMI). This position has the responsibility for providing a variety of clerical and administrative supportive functions to support the assigned program and its operations. The incumbent applies a broad and extensive clerical, administrative support and technical procedures, methods, and techniques to support management and the program.

OPRMI provides agency risk management, fraud investigation, homeless shelter monitoring and quality control monitoring for the entire agency. This division drives accountability, commitment and transparency for the DHS through independent operational performance audits, inspections, and investigations of the District’s procurement operations and performs operational assessments and business process improvement reviews of existing and best practice procurement functions. OPRMI also serves as DHS’s investigatory and law enforcement bureau for Federal and District statutes as they relate to employee fraud, abuse and waste of government resources by DHS employees, contractors and volunteers.

Duties and Responsibilities

Researches and prepares pertinent data incidental to special projects and ongoing programs of the office. Assignments may require use of a wide variety of resource elements with federal, state and local government segments. Keeps a project calendar and informs staff of deadlines, other important dates, and similar administrative work. Serves as liaison between the supervisor and departmental employees. Provides timely, accurate, and current information to them and other appropriate officials concerning required reporting requirements.

Coordinates the submission of a variety of reports and data (i.e., progress, status and fiscal reports) to ensure fulfillment of established program requirements. Reconciles monthly reports in an automated data management system, when necessary. Composes general correspondence pertaining to administrative matters (e.g., emails, letters, memoranda, reports, etc.). Locates and compiles data/information from files for the development of reports. Retrieves office records from storage.

Qualifications and Education

Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

License and Certifications

The work is primarily performed in a normal office setting.

Collective Bargaining Unit: This position is in a collective bargaining unit represented by AFSCME 2401 and union dues may be collected.

Position Designation: This position has been designated as Security Sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
