This recruitment is for an Operations and Policy Analyst 2 to join our Operations Administration Unit, within the Collections Division.

This is a full-time, Service Employees International Union (SEIU) represented position. This recruitment may be used to fill additional vacancies as they occur. 

This position is under review for a classification change to an Operations and Policy Analyst 3 within the next 6 months. If the position is reclassified to an Operations and Policy Analyst 3, the position would change to being an interpreter and advisor on state and federal statues, regulations, rules, policies, court decisions, and other state and local legal issues, focused primarily on collections.

Current duties include, but are not limited to:

  • You will assist in the functional direction and overall monitoring of the Collections Division and its programs.
  • You will research and evaluate collections laws, statutes, rules, regulations, and operations.
  • You will make oral and written recommendations to management for informed decision making, represent the agency to various public, private, and legislative groups, and actively participate in the development of administrative rules and operating policies for the division’s programs and systems.
  • You will complete daily, monthly, quarterly, and annual data compilation of various measures using agency approved systems, spreadsheets, and graphs.
  • You will review and analyze bills introduced during legislative session and evaluate their impact to program an operations.
  • You will research, track, and monitor administrative data for the Collections Division’s performance measures.
  • You will maintain a system for reviewing all collections letters and look for opportunities to improve and clarify communication, and create new additional letters as needed.

Projected Operations and Policy Analyst 3 duties include, but are not limited to:

  • Conduct and direct analysis and research of legislative, policy, and administrative issues affective programs administered by the division or in areas of technical specialization.
  • Analyze and determine quality of existing policies, systems, and resource allocations to identify problems, forecast future needs, consider alternatives, and recommend solutions.
  • Direct, or assist other professional/technical team members in the direction of, studies of division or agency operations on specific topics, their relation to other state or government agencies and the impact of any proposed changes.
  • Regularly participate in group and individual projects that address issues within the Collection Division and across division lines to provide agency management with accurate and timely information to support decision making.
  • Analyze data gathered by reading reports and compiling statistics, graphs, and tables pertinent to projects.
  • Act as principal liaison to other divisions and departments on systems development and procedural matters.
  • Serve as a resource on budget, system or program development, short and long range planning, and other departmental committees.

What you will need!


A Bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; AND two (2) years professional-level evaluative, analytical, and planning work.


OR


Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for the classification.

  • PERS—This is a PERS-qualifying position. After a six-month waiting period, eligible employees will have their base wage increased by 6.95% and the 6% PERS contribution deducted from their base pay. This will mirror the bargained SEIU and AFSCME PERS process.
