The Massachusetts State Police is seeking a Program Coordinator III who will function as our CAD/RMS Coordinator. Through CAD and RMS, police work is becoming easier and more efficient with access to broader and more complete data. Computer-aided dispatch (CAD) systems are utilized by dispatchers, call- takers, and 911 operators to prioritize and record incident calls, identify the status and location of responders in the field, and effectively dispatch responder personnel. A records management system (RMS) is an agency-wide system that provides for the storage, retrieval, retention, manipulation, archiving, and viewing of information, records, documents, or files pertaining to law enforcement operations.
As the CAD/RMS Coordinator, the incumbent will be responsible for:
  • Overall application management, including supervising assigned staff and working with vendors and stakeholders to implement and manage updates and enhancements of the CAD/RMS System.
  • Support the Massachusetts State Police utilization of the ACISS (Computer Aided Dispatch and Records Management) system, which is a critical component to the overall operation of Massachusetts State Police.
  • Will be the primary subject matter expert for the entire ACISS application and system including, but not limited to, server architecture, networking architecture and application architecture.
  • As subject matter expert for the ACISS application, work with training coordinators to design, develop and assist with the creation and dissemination of training content and related activities. Administers access management and security management as it relates to the ACISS application for the Massachusetts State Police utilizing Microsoft Active Directory and Azure.
  • Design, develop, and implement complex database models, utilizing SQL and other common database software, as well as common reporting systems such as Crystal reports, to provide reports and data from the ACISS system to Command Staff members and other stakeholders.
  • Liaison for the ACISS application to private vendors, the Executive Office of Public Safety, the Massachusetts State Police NIBRS coordinator, and other stakeholders in order to exchange information and/or to resolve issues.
  • Incumbent should have a general understanding of cloud-based system topologies as well as understanding of Microsoft Azure configuration and policies.
  • Oversees and administers application interfaces with several external and internal systems.
  • Manage and update application system configurations.
  • Perform limited server and workstation troubleshooting and maintenance functions.
  • Perform other related work as required.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
