Job Duties
This position reports to the Chief Economist/Director of Revenue Forecasting and is responsible for complex, statewide economic research, including quantitative and qualitative analysis on Virginia and national economies and on state revenue and fiscal issues. The Deputy Revenue Forecaster will:
- supervise economists in the development of two major revenue forecasts for the Commonwealth: the annual General Fund and the Transportation Fund.
- oversee the development and maintenance of detailed micro tax revenue models to forecast the Virginia General and Transportation Fund Revenues, ensuring high quality and rigor standards are met.
- be involved in evaluating fiscal impact statements and legislative adjustments ensuring that impacts are incorporated and updated accurately in the revenue forecast and will conduct policy evaluation research related to tax issues, including comparative tax burden studies and tax competitiveness.

Minimum Qualifications
- Significant work experience in an analytical and quantitative role with knowledge of state and federal tax policy
- Demonstrated knowledge of forecasting principles including econometric forecasting techniques.
- Demonstrated proficiency using statistical software (SAS preferred)
- Experience developing complex reports and recommendations
- Strong written and oral communication skills, especially with an ability to express complex ideas clearly and concisely
- Competence in leading and promoting continuous improvement, generating new ideas, and adapting to changing priorities
- Ability to work collaboratively across departments and with other state agencies and lead cross-functional project teams
- Demonstrated leadership behaviors that align with the Virginia Tax values: Act with Integrity/Strive for Excellence/Demonstrate Respect
Preferred Qualifications:
- Master’s degree (PHD preferred) in economics or a related field
- Experience with SQL/Oracle and R.
- Experience with GIS software is also desirable
