The primary purpose of this position is to serve as course Subject Matter Expert (SME) Intelligence Specialist for Contingency Intelligence Network (CIN) Course. Incumbent develops, maintains, and delivers current and relevant Contingency Intelligence Network (CIN) intelligence training to the Unit Level Intelligence (ULI) community.

Qualifications:

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of National, Joint/DoD, and Air Force policy, guidance, and capabilities covering intelligence training programs, including the full range of intelligence research and collection methods, techniques, and practices used in unit level intelligence (ULI) operations in order to make recommendations for developing ULI capabilities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of National, Joint/DoD, and Air Force policy, guidance, and capabilities covering intelligence training programs, including the full range of intelligence research and collection methods, techniques, and practices used in unit level intelligence (ULI) operations in order to make recommendations for developing ULI capabilities.
  2. Comprehensive knowledge of intelligence matters concerning the contingency intelligence network (CIN).
  3. Knowledge and expertise of ULI functions, including Intelligence Support for Force Protection, integration of Information Warfare concepts and operations, Targeting, and Advanced Analysis, and ULI systems, tools, applications and their applications to mission analysis.
  4. Skill in planning and executing continuing education and training programs to maintain proficiency and readiness among intelligence personnel and ability to integrate external intelligence training resources and content into the curriculum to ensure relevance and alignment with mission requirements.
  5. Skill in planning, coordinating, and implementing intelligence training objectives into joint all domain capstone exercise for CIN operations, ensuring effective preparation of intelligence personnel for real-world scenarios.
  6. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; ability to conduct thorough assessments of training and exercises to ensure alignment with MAJCOM and field requirements and ability to recommend improvements needed to achieve mission success.
CONDITIONS OF EMPLOYMENT CONTINUED:
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Serve as the training specialist for the Contingency Intelligence Network (CIN) Course. Design, develop, and deliver instructional materials, training products, and courseware to include but not limited to syllabi and lesson plans tailored for intelligence personnel assigned to unit level intelligence (ULI) supporting Air Force operations.
  • Serve as Unit Level Intelligence Subject Matter Expert (SME). Maintain a comprehensive knowledge baseline and the capacity to execute all unit level intelligence (ULI) functions, encompassing Intelligence Support for Force Protection (FP), integration of Information Warfare (IW) concepts and operations, Targeting, and Advanced Analysis.
  • Serve as exercise integrator to CIN portion of joint all domain capstone exercise. Coordinate scenario and synthetic/constructive intelligence data creation in support of CIN activities for capstone training exercises with the 526th Intelligence Squadron and associated stake holders.
