WHAT IS THE INFORMATION TECHNOLOGY (IT)DIVISION?

The following are the duties of this position at the full working level.

Reviews, analyzes, and interprets legislation, appropriation language, Office of Management and Budget (OMB) directives; Treasury Department, Budget Guidance Manuals; and other agency guidelines pertaining to the IRS programs appropriation where effect of congressional budget actions may impact on the appropriation.

Develops, maintains, and updates internal management documents such as the Financial Operating Guidelines (FOG), Reimbursable Operating Guidelines (ROG), Financial Management Codes Handbook, standard operating procedures, and information systems training manuals and course materials.

Formulates, coordinates, monitors, evaluates, and reconciles major operating program budgets, e.g., allocates support resources to the operating offices, prepares staffing and other resource reports, and conducts cost and spending studies. Advises and assists the CFO, Deputy CFO, senior managers, executives, and managers within the Office of the Chief Financial Officer on all financial planning matters affecting the organization.

Reviews, analyzes, and interprets legislation, appropriation language, Office of Management and Budget (OMB) directives; Treasury Department, Budget Guidance Manuals; and other agency guidelines pertaining to the IRS programs appropriation where effect of Congressional budget actions may impact on the appropriation. Develops proposed policy and procedural guidance to the field for use in budget development. Analyzes estimates to identify imbalance among program areas, to determine adequacy of costing procedures, and to reconcile estimates with current levels of expenditures and anticipated changes in program or staffing levels.

Participates in the initiative development process by collaborating with planning and performance staff and assigned business unit(s) in developing guidance and for reviewing budget initiative submissions.

Independently reviews business unit budget submissions, ensuring accuracy of numerical and narrative information. Compiles narrative and statistical material and prepares technical, narrative, and graphic representation of information for use by key program managers scheduled to appear before Congress and for formal presentation of the IRS programs budget to Treasury and OMB officials. Maintains appropriation controls reflecting current status of budget request throughout the review cycle. Directs the development and submission of the final IRS programs budget request.

Directs the preparation and maintenance of backup data, opening statements, and overall statement for use by the appropriation director in Congressional hearings relative to the IRS appropriation. Participates in the defense of the budget before Congress through review of testimony, preparation of inserts for the record, and development and distribution of fact sheets and data supporting the budget submission.

Provides budget information and data for the program year as it enters the execution year for enclosure in the Service funding guidance letters to business units. Advises and assists the CFO, Deputy CFO, Associate CFO for Corporate Budget, senior managers, and managers within the office on all financial planning and execution matters affecting the Service.

  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be minimally qualified for this position, you must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. To be qualifying your experience must be sufficient to demonstrate a comprehensive knowledge of budget concepts, process, financial coding structure and the interrelationships among appropriations; Ability to interpret the budgetary aspects of laws, regulations, policies and procedures, and provide guidance; Ability to interpret and apply budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint; Proven ability to analyze and relate financial data to work plans, business plans, Strategic Plans, and organizational accomplishments and the ability to communicate orally and in writing and make presentations clearly and persuasively. In addition, at this level your experience should include: Ability to manage time, balance priorities, and work effectively under pressure of tight timeframes and changing conditions; Advanced skills in using computer applications for word processing, spreadsheets, graphics, and communications programs; and Knowledge of analytical and problem-solving techniques and extensive knowledge of automated financial systems.
