WHAT IS THE PRIVACY, GOVERNMENT LIASON AND DISCLOSURE (PGLD)DIVISION?

Vacancies will be filled in the following specialty areas:

Privacy, Governmental Liaison and Disclosure (PGLD), Privacy Policy and Compliance (PPC)

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Reviews the implementation of employee protection policies, program plans, and recommendations to improve the quality of the Employee Protection System (EPS) e-Trak module on a continuing basis. Analyzes status reports and other program data to determine trends, effectiveness, and compliance with established goals. Prepares reports of significant trends and patterns in employee protection programs, which may affect service-wide operations. Identifies adverse trends and develops recommendations to correct them.
  • Reviews and analyzes the Treasury Inspector General for Tax Administration's (TIGTA) Reports of Investigation, Memorandums of Interview or Activity, and Assault, Threat Harassment Incident Reports. Review's incidents that do not meet Potentially Dangerous Taxpayer (PDT) criteria but may qualify for inclusion in the Caution Indicator (CAU) program. Makes recommendations concerning PDT designations to the deciding official. Communicates PDT determination results to Heads of Offices, field employees and TIGTA. Reviews and analyzes Caution Indicator Referral Reports and makes recommendations concerning CAU designations to the Chief, OEP. Communicates CAU determination results to managers and field employees.
  • Assists in evaluating the use of management information systems. Administers and maintains the PDT & CAU databases on the EPS e-Trak module. Ensures the accuracy, reliability & integrity of the data in the databases. Inputs and deletes PDT and CAU indicators to and from taxpayers' accounts. on IDRS. Conducts extensive research of IDRS in order to establish a nexus to tax administration. Conducts five-year re-evaluations of PDT and CAU statuses. Serves as liaison with Chief Counsel in regard to technical and legal issues relating to both PDT and CAU cases.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Obtain and use a Government-issued charge card for business-related travel.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with tax filing requirements and certain collection tolerances to determine if a nexus to tax administration exists; experience interpreting and adapting pertinent laws, regulations, and policies to PDT and CAU cases; experience with taxpayer rights related to the OEP program and disclosure laws needed to protect taxpayers' return information. Experience with analytical and evaluative techniques, both qualitative and quantitative, to apply to projects or studies concerning the efficiency and effectiveness of OEP program operations, new or modified work methods, and management processes and procedures; experience conducting fact-finding or investigative research to interpret and apply statutes and guidelines; experience with oral and written communication skills to prepare reports and assessments, facilitate presentations, and articulate policies and viewpoints.

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with tax filing requirements and certain collection tolerances to determine if a nexus to tax administration exists; experience with IRS programs, organizational structure, management procedures, functions, and policies; experience interpreting and adapting pertinent laws, regulations, and policies to PDT and CAU cases; experience with taxpayer rights related to the OEP program and disclosure laws. Experience with a wide range of analytical and evaluative techniques, both qualitative and quantitative, to accomplish difficult and complex projects or studies concerning the efficiency and effectiveness of OEP program operations, and developing and applying new methods, processes, and procedures; experience in fact-finding or investigative research. Experience with oral and written communication skills to prepare reports and assessments, facilitate presentations, identify and resolve problems, articulate policies and viewpoints, and resolve customer issues which are often controversial and sensitive in nature.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
