DAYS:  260 Day Calendar           HOURS: 8 hours/day

 

BASIC FUNCTION:

Primary responsibility is associated with school construction projects. This position is responsible for the direction and coordination of construction services related to the district’s capital improvement programming. Work elements will address design, oversight, and closeout of capital improvement projects funded through the Secure and Advanced Vision for Education (SAVE), Physical Plant and Equipment Levy (PPEL), and other funding streams. This position requires continuous use of independent judgment and close collaboration with other district departments. The essential functions as shown below represent only the key areas of responsibility; specific position requirements will vary depending on the needs of the Operations department and may be individualized at the discretion of the Executive Director of Operations.

ESSENTIAL FUNCTIONS:

1. Direct activities related to construction and contract administration, including design process, field observations, reports, change orders, and pay requests.

2. Develop and improve the contract administration process with emphasis on efficiency, quality, assurance, and rapid project closeout.

3. Direct and supervise Construction Services operations and personnel, including executive assistant.

4. Demonstrate fiduciary and fiscal responsibility in the management of multiple budgets and sources of district income to support school and district-level capital improvements.

5. Act as construction administrator on projects.

6. Accumulate, evaluate, and present feedback information related to necessary changes in construction documents.

7. Prepare reports and resolve construction administration problems on projects, including management of project-related costs.

8. Prepare design team requests for proposals and make recommendations for award.

9. Coordinate with the architecture and engineering team to ensure the completed project is in compliance with contract and state and local building codes.

10. Conduct detailed reviews of design documents at each state of the design process.

11. Review project drawings, bonds, and other preconstruction submittals for approval.

12. Assist the Executive Director of Operations in long-range planning for capital improvement programs.

13. Work with school administrators on construction project related issues.

14. Provide cost estimating for projects, as needed.

15. Motivate others to accomplish professional and organizational goals.

16. Represent the school district outside of the organization.

17. Oversee construction projects to ensure contractor compliance of plans and documents.

18. Develop procedures to ensure adequate supervision of construction projects.

19. Develop, interpret, and maintain data-driven standards to measure and assess elements associated with implementation of the district’s capital improvement programming.

20. Provide administrative recommendations based on data evaluation.

21. Participate as a member of a district Lever Team.

22. Research and evaluate materials, projects and procedures related to design and construction and recommend improvements to facility design standards.

23. Review contractor’s request for payment, field orders, shop drawings, and contract close-out submittals.

HIRING SPECIFICATIONS:


Required:

1. High School Diploma, HiSET, or GED with ten years of experience in the construction industry.

2. Five years successful experience in supervision of major construction projects and construction administration.

3. Experience with construction safety practices.

 

Desired:

1. Bachelor’s Degree in Construction Management

 

Skills, Knowledge, and Abilities:

1. Ability to travel from site to site throughout the district.

2. Ability to work well with others, be flexible, and adaptable to meet daily requirements of the position.

3. Understanding of construction planning, blueprints, and building specifications, and State and Local building codes.

4. Knowledge of construction safety practices.

5. Knowledge of Microsoft Office tools and other software in use by the district.

6. Strong communication skills, both verbal and written.

7. Competency working in a culturally diverse environment or the willingness to acquire these skills.
