Deschutes County Health Services supports over 400 staff in Behavioral and Public Health programs working to promote and protect the health and safety of the community in a broad variety of community based settings.

ABOUT THE JOB:
IIn this position, you will have the opportunity to support our department with core compliance and quality assurance practices.  You will develop and maintain expertise in medical coding that is relevant to our behavioral health and public health programs and services.  The rest of the compliance team, and leadership, will rely on you for technical support, consultation, and recommendations about appropriate coding for billed services.  Core duties include auditing documentation for compliant coding and other requirements and delivering audit results. Other projects will arise as there are regulatory changes, updates to medical codes, or changes in our programs/services. Around those core duties, there will be opportunities to work on other quality assurance/quality improvement projects depending on the agency’s needs and your skills. You will have a balance of working independently on projects and auditing, while also coordinating closely with clinical auditors on the team.
 
 This position is located in Deschutes County and may be eligible for some remote work as allowed by policy and approved by the supervisor.
 

Key Responsibilities:
  • Performs internal audit tasks and compliance reviews, and assists with external audits and review. 
  • Organizes, facilitates, and leads staff training regarding coding; attends team and individual trainings; effectively communicates audit findings and any updates or changes to the processes or requirements.
  • Will be trained in medical coding, responsible for maintaining and demonstrating an extensive knowledge of all code sets and coding principles related to health services; understanding administrative rules and regulations regarding correct documentation and billing practices; remaining current on updates and changes; and providing technical support, consultation, and recommendations to leadership and staff about appropriate coding for billed services.

Knowledge of or experience with:
  • Applicable federal, state and local compliance laws and statutes.
  • Compliance and quality assurance practices in a healthcare or public health setting.
  • Evidence based practice for behavioral health, public health, and integrated care.
Skill in:
  • Interpreting and applying County, state and federal statutes, codes, rules, and regulations.
  •  Establishing and maintaining effective working relationships with co-workers, other County employees, and representatives from other regional and state agencies.

  • Bachelor’s Degree in Healthcare Administration, Public Health, Behavioral Health, Nursing, or a related field; 
  • AND three (3) years of work experience in a public health field or mental health program; 
  • OR an equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities to perform the essential functions of the job. 

Preferred Qualifications:
  • Experience in medical coding.
  • Knowledge of behavioral health coding, Medicaid requirements, and Oregon rules/statutes.
  • Certification as Certified Professional Coder (CPC) and/or Certified Professional Medical Auditor (CPMA).
  • Experience auditing or reviewing medical records.

Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.


Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.

These rules provide for the reasonable screening under ORS 181A.195, 181A.200, 409.027 AND 413.036 of the County’s employees to determine if they have a history of specific criminal behavior identified in federal or state law or rules such that they should not be allowed to work, be employed, or perform in positions covered by these rules. Obtain certification within one (1) year of hire as a Certified Professional Coder (CPC) (time and cost of training will be supported by DCHS).
