Senior Program Control Officer

Job Summary:

Dine Development Corporation (DDC) is currently seeking a Senior Program Control Officer to join our growing team. This individual will have a complete understanding and wide application of technical principles, theories, and concepts to proactively plan, forecast, track, and execute financial analysis and reporting for various types of programs and contracts. Operating under only general direction, you will work closely with Program Managers to track, forecast, and control project spend as well as modeling multiple scenarios that might impact contract profitability. The mission will be to provide systematic financial control and informational support and analysis to our internal customers. You will ensure that project forecasts are up to date and within project budgets. Monthly duties include active forecasting directly into company ERP system, project planning, accurate EAC, assisting in monthly contract reviews, verifying monthly revenue and expense accuracy, and assisting in preparing other program financial reports

 

Job Duties and Responsibilities:

Financial Oversight

  • Manage a portfolio of 7-10 contracts (Size dependent)
  • Monitoring A/R and Revenue
  • Issuing of Direct Project charge codes for timesheets, expense reports, subcontracts and purchase orders
  • Monitoring A/P and payables under your contract
  • Assisting with monthly cost accruals
  • Tracking program workshare allocation (51% rule)

Data Entry\Management

  • New Award entries in to the WBS
  • Modification entries in to the WBS
  • Entry of project baseline budgets in to JAMIS
  • Creating reports to track employee attrition subsidiary/portfolio/program/project/individual
  • Creating reports to track resource allocation by subsidiary/portfolio/program/project/individual
  • Organize reports in an accessible location and format (Sharepoint/JAMIS)
  • Creating dashboards that track subsidiary Business Activity Targets (BATs)
  • Creating dashboards that can track program control at an IDIQ level (roll-up of TOs)

Financial Advisory Services

  • Provide awareness to the subsidiary on the application and impacts of Provisionals/Actuals on program health.
  • Provide visibility to corporate discrete charges applied to subsidiaries.
  • Provide visibility and impacts of contractor/government/remote resources to program control.
  • Forecasting and providing you your Actual/ETC/EAC numbers by project
  • Funding control – amount of available funding, projections of funding burn, confirmation of de-obligation of funds, funding comparison to ceiling etc.
  • Sandboxing (modeling cost and revenue scenarios for your project). Before you add personnel or buy something from a vendor or a subcontractor, we can forecast those expenses and review the impact prior to any commitments.

Monthly Cadence and Tasks

Monthly Meetings

  • Contract Review – Monthly touchpoint with contract PMs to review financial performance, deltas and future modeling requirements (OYs, staff greening, etc.)
  • PMR – Support presentation creation and participate in monthly meeting(s)
  • Subsidiary Financial Review – Participate in monthly meeting with subsidiary(s)
  • PFMR – Support presentation creation and participate in monthly meeting(s)

One-Time Events

  • New Contract Award – Participate in kick-off meeting. Create initial JAMIS entry and contract setup in coordination with PM.
  • Contract Close – Close out JAMIS entry. Conduct AAR with PM and DO.
  • Proposals – Support Pricing Team with realistic provisional or actual rate calculations and model financial performance over proposed RFP\OY\Recompete lifetime for profitability.

Support Requests

  • Generate Budget-to-Actual Assessment on all Contracts and review with PMs
  • Troubleshooting Ops related question with regards to F&A reports
  • Research and response to financial issues identified during PMR/PFMR

 

Job Requirements (Education/Skills/Experience):

Education

  • Bachelor’s degree in finance, Accounting, Business Administration, or a related field.

Certifications

  • Earned Value Management Certification is a bonus

Skills

  • Familiarity with JAMIS Prime ERP preferred or other similar ERP system.
  • Intermediate to Advanced skill with Microsoft Office Suite particularly in Excel
  • Ability to use pivot tables and VLOOKUPs in Excel
  • Creating project spend plans and EACs.
  • Creating and managing a project Work Breakdown Structure.
  • Developing and maintaining customer financial reports and deliverables.
  • Generating program revenue and profit reporting.
  • Accounting for subcontractor accruals, cost tracking and invoice reviews.
  • Supporting financial planning, forecasting, and budgeting.
  • Ability to create cross-functional spreadsheets combining pricing/bid data with JAMIS project data.
  • Being able to facilitate conversations with personnel with a variety of program experience.
  • Proactive approach to ‘leading’ the development of tools/reports/and (potentially) process
  • Ability to lead/mentor PMs around certain aspects of Program control.
  • Experience working with Operational leadership to recommend new or revised processes around reporting and/or repositories/workflows.

Experience

  • Minimum (5) five - (7) seven  years of experience providing project finance support in a Government Contractor environment.

  • Experience working side by side with Program Managers to help their programs be successful.
  • Attending monthly meetings and assisting in monthly financial closing.
  • Power BI / Dashboard experience highly desired
