SUMMARY OF PURPOSE
This position is responsible to perform the administration of the accounting practices, fiscal
records, and financial reports for the School District in an efficient and expeditious manner and
to assist the Chief of Finance and Operations (CFO) to incorporate and implement the Board’s goals
to support the mission of Eastern Lancaster County School District. Critical areas include business
office accounting practices, property tax activities; school procurement; end of fiscal year
audits; assistance to CFO in appraising financial reports in terms of costs, budgets, policies of
operation, trends and opportunities and ensuring proper internal controls.
The individual works with other members of the Department/Building in meeting goals and objectives
in support of the district mission to provide a supportive, social, and educational environment for
students.
ESSENTIAL FUNCTIONS
1. Serves as liaison with bank and cash management investment program (includes preparation of
monthly bank reconciliations on cash and investment accounts, proof of cash transactions,
investment report and Treasurer’s report summary).
2. Assists with the collection, accounting, reconciliation, safekeeping, and distribution of all
funds. Reviews all purchase orders and assists with the submission of encumbering records to ensure
that monthly reports contain accurate information.
3. Assists with the preparation of journal entries, month end closings and monthly reports to the
Board and budget supervisors.
4. Assists with tax office operations, including real estate and interim tax billings, collections,
reconciliations, Act 80 comparison and annual census for the district. Assists with the resolving
of taxpayer questions and problems as necessary.
5. Serves as the district’s fiscal liaison regarding federal, state, and local grants by
maintaining necessary accounting records and submitting reports and billings as required by grant
documents. Assists with preparation of grant budgets and
submission of grant applications.
6. Assists with accounting records for major capital projects and prepares any reimbursable or
governmental reports for audit and submission to the Commonwealth.
7. Coordinates the collection of data in the preparation of the annual budget. Assists the Director
in the preparation of the annual budget report for submission to the Commonwealth and records and
maintains budget transfers during the fiscal year and at year end.
8. Responsible for fixed asset inventory data and reports.
9. Assists with the preparation of specifications for supplies and equipment, advertisement of
these specifications and the tabulation of all bids.
10. Assists in developing accounting and internal office control procedures and recommends Board
policy revisions as applicable.
11. Is responsible for calculating and recording all fiscal year end receivables, payables, and
accruals, preparing, and recording all year end journal entries and year-end closing.
12. Serves as liaison with local auditors and is responsible for preparation of all schedules
necessary for use by the local auditors for the year-end audit.
13. Prepares year-end financial statements in accordance with GASB 34 and assists local auditors
with footnote disclosures in coordination with the CFO.
14. Is responsible for preparation and submission of the Annual Financial Report and other state
reports for submission to the Commonwealth during the fiscal year and at year-end as required.
15. Is responsible with the CFO for preparation of the Annual Financial Report (AFR) and/or
Comprehensive Annual Financial Report (CAFR – if required).
16. Monitors Student Activity Funds, i.e., clubs and sports for middle school and high school.
17. Provides support for daily computer operations and training in the business office, including
web-based business financial system, and district intranet; assists with review of new computer
software for use in the Business Office, implementation of changes in software usage and
development and usage of electronic forms.
18. Consults with district staff, building principals with questions on business procedures as
necessary and works with building staff supervisors on account code questions and matters relating
to their budgets.
19. Provides support on department presentations as necessary.
20. May assist in contract negotiations by providing pertinent information as requested by the CFO
or Director of Human Resources.

MINIMUM REQUIREMENTS
This position requires a bachelor’s degree in Business Administration or Accounting (CPA preferred)
and experience equal to five (5) to eight (8) years in accounting (general ledger experience),
auditing experience and a high level of knowledge of computer software applications and use of
technology.
Other Qualifications: Must possess knowledge of the business office environment Submission of
pre-employment medical examination (Section 148 of the Pennsylvania School Code).
Submission of a report of criminal history record from the Pennsylvania State Police (Section 111
of the Pennsylvania School Code)
Applicants for employment are required to obtain an FBI Criminal History Record Act 114
Submission of a clearance report from the Pennsylvania Department of Public Welfare in accordance
with Act 151 of 1994.
