JOB SUMMARY
Responsible for developing and implementing programs, initiatives, events, and training to source, identify, screen, and hire a diverse pool of applicants in support of AACPS's goals and strategic plan.
This position independently performs Human Resources related duties at the professional level. May carry out responsibilities in some or all of the following functional areas : recruiting, applicant screening, training, employment, and workforce diversity, and may carry out responsibilities in other areas within the division.
Management reserves the right to limit the use of annual leave during specified timeframes.

ESSENTIAL DUTIES / RESPONSIBILITIES
- Identifies and implements efficient and effective recruiting methods and strategies.
- Coordinates, attends, and participates in recruitment events, trips, presentations, and other outreach to prospective applicants, assisting their successful navigation through the hiring process.
- Screens candidates using online applicant tracking system. Interviews applicants to match experience with specific job requirements.
- Determines need and eligibility for open contracts and applicants readiness for hire. Foster relationships to build a pool of applicants for future consideration.
- Collaborates with human resource staff during the offer process, identifying and recommending certification status, experience credit, salary ranges, start dates, and other pertinent details.
- Works with school principals, administrators, and supervisors to meet staffing needs; determines availability and location of positions, and resolves problems.
Partners with hiring managers to communicate various Human Resources policies, procedures, laws, standards and government regulations.
- Interprets personnel policies, regulations, and negotiated agreements and advises administrators and employees accordingly.
- Utilizes automated applicant tracking system to track employment applications, develop reports, conduct analyses, write analytical reports, and make appropriate recommendations.
- Participates and assists with new hire processing, assisting with preparation of new hire information, welcome packets, and responding to new hire questions regarding Human Resources and employment at AACPS.
Audits transactional data in the Human Resource Information System (HRIS).
- Demonstrates excellent customer service focus through personal interactions.
- Performs other related duties as assigned within the same classification or lower.
MINIMUM QUALIFICATIONS

Education
- Bachelor's Degree in Human Resources or applicable field of education from a regionally accredited college or university required;
- Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Experience
- Two (2) years successful experience in human resources preferred.
- Two (2) years professional recruiting experience required;
- Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

- Knowledge of and experience in effective human resources practices.
- Knowledge of and experience with automated Human Resources Information Systems and electronic applicant tracking system.
- Demonstrated ability to multi-task and function in an environment with changing priorities.
- Demonstrated ability to effectively work and communicate with diverse populations.
- Demonstrated proficiency with business technology applications (e.g. Video / Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, Crystal and / or PowerPoint preferred).
Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.
- Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA / DMV) required; and
- Daily access to reliable transportation.

- Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
