Job Summary
This position is seeking an individual with interest in public policy research, development of public policy materials to support company engagements with a diverse group of internal and external stakeholders. The ideal candidate has an interest in applying their knowledge of the political process, skills of developing creative public policy communications (speeches, letters, presentations, one pagers and digital materials), program management and building consensus to address challenging energy policy topics.
Note: This is a position for a person interested in the art of public policy research and communications, not a lobbyist or external affairs representative.
Provides recommendations to and assists Public Policy senior leadership with research and strategy, validating company initiatives and/or strategies related to regulation and corporate affairs. Leads research in major areas of public policy, such as regional transmission organizations, broader electric utility policy and regulation, renewable energy, transportation electrification, electric system modernization policy, and broadband. Monitors and researches legislative hearings across Dominion Energy's footprint. Analyzes how legislation may influence Dominion's strategy in regulatory filings. Provides lobbyists with materials in support of the company's policy positions. Writes statements for executives and for other public appearances. Leads or assists other government, public policy, or regulatory affairs efforts as needed. May mentor other staff members.
The expectations for this role include:
- Analyzing complicated policy and regulatory matters for development of effective communication materials (presentations, digital media, letters, one pagers and mailers) for use with officials, regulators, customers, and other stakeholders.
- Supporting complex and challenging company initiatives through research, writing, and strategy.
- Monitoring and summarizing public meetings and hearings across Dominion Energy’s footprint.
- Gathering, analyzing, and reporting of competitive intelligence.
- Coordinating development of effective communications materials between Corporate Affairs and business units in support of stakeholder outreach for company initiatives.
- Fostering the development of creative solutions in a collaborative manner to achieve consensus/compromise when necessary.
- Shepherding of communications, messaging and/or initiatives related company activities through senior executive approval processes.
- Program/Project management for corporate reporting and in response to shareholder/stakeholder requests.
- Leads development of outreach materials for critical infrastructure projects with an eye towards the internal and external audience, balancing the company’s objectives and the views and objectives of those audiences.
- Building, maintaining, and utilizing lists and databases for internal and external use.
- Flexibility for other duties as assigned.
Required Knowledge, Skills, Abilities & Experience
5-6 years of experience with a public utilities commission, law firm, external affairs or public policy/regulatory department, or relevant public-sector experience. Note: A Master's degree will count as one year of experience. A partial year of six months or more will be rounded up to one year.
Specific knowledge, skills, abilities and experience include:
- Related experience and knowledge of government and public policy.
- Strong team-building, collaboration, time-management, and indirect management skills.
- Strong verbal and written communication skills, including interpersonal, facilitation, and presentation capabilities.
- Ability to manage multiple priorities across multiple states and business units.
- Ability to work and develop rapport with all levels of management and staff. Knowledge of the electric utility businesses is a strong plus.
The company is actively seeking United States military veterans and service members who meet the qualifications outlined below.
- Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined above.
